The per capita water amount of water resources is only 307m~3 in Hebei Province,accounting for 13.9% of per capita water resources of China. Water shortage has restrictedthe economic and social development apparently. Although surface water resource andgroundwater resource are utilized fully, the situation still cannot be effectively alleviated.So people begin to pay attention to soil water. As an important link of the hydrologic cycle,soil water may supply the plant growth. There is quite large quantity of soil water in nature.It was indicated that the annual storage water quantity in global soil water was 16 500billion m~3, 7.8 times of the annual storage capacity of global rivers. The conception of soilwater resource was proposed by Former Soviet Union scholar M.Nputotulu in 1974.Relevant researches had been carried out by home and abroad scholars extensively. Manysoil water resource models were established primarily on the water balance principle. Thecoefficients were difficult to be determined in large area or whole watershed and the resultwas less accurate. Under the condition, the models cannot be applied to actual farmland.Furthermore, the study on soil water resource of Hebei province lagged behind otherregions severely. This paper put forward soil water resource model on the basis ofsmall-scale hydrology.The main contents of this paper are as follows:1. On the basis of validity of soil water, four parameters of soil water were put forward,including the soil water resource.2. The concept of soil water resource were suggested in the broad sense, in the narrowsense and in the small-scale hydrology. The paper studied the concept of small-scalehydrology mainly.3. Soil water resource calculating model of piedmont plain was establishedmacroscopically. Based on the effective precipitation, the model could be used in smallscope of plain. Various soil water resource supplies were determined in the model. The soilwater resource amount of Ranzhuang experimental station was analyzed and calculated indifferent typical years, the dry year and the wet year amount of soil water resource were415.34mm and 642.66mm respectively. The contribution quantities of the precipitation tothe soil water resource were 315.84mm and 543.16mm, accounting for 84.45% and 80.8% of the precipitation respectively.4. Microcosmical soil water resource model was established. The amount of effectiveprecipitation was validated by the Hydrus software, and the error was little. Therefore, thesoil water resource model which based on the effective precipitation was credible.5. Finally, the conclusions and innovations were summarized. Besides, some proposalsof effective highly use of soil water resource were put forward.The aim of the paper is to establish the soil water resource calculating model andmethod precisely and credibly which based on the small-scale hydrology. Other aims are toprovide the theoretical basis for reasonable use of surface water resource and groundwaterresource, to save the irrigation water, to alleviate the conflict of water utilization, toenhance the water utilizing efficiency and to promote continuable development.
