According to the calculation of traditional methods, the mean yearly value rainfall is about 531.7mm and per capita water amount of water resources is only 307m3 in Hebei Province, ccounting for 13.9% of per capita water resources of China. Apparently water shortage has restricted the economic and social development. More and more people begin to pay attention to soil water because of the environmental deterioration caused by overexploitation of surface water resource and groundwater resource. In Hebei Province, about 80% rainfall(998 hundred million m~3) were transformed into soil-water resource(798.4 hundred million m~3), whose quantity is about four times much than that of groundwater resource and surface water resource.On the one hand, soil water is not only an important link among the hydrological cycle but also the unique direct form for supplying the plant., and its efficient utilization is the key of high-effect utilization of water resource. On the other hand, soil water also has great important effect on relaxing water shortage, optimizing water and soil resource collocation and keeping continuable development of agriculture in Hebei Province.Furthermore, the study on soil water resource of Hebei Province lagged behind other regions severely. This paper put forward soil water resource model on the basis of small-scale hydrology. Through analyzed the meaning of soil-water resources' utilization potential, the soil-water resource carrying capacity conception was brought forward and the intensive use potentials was estimated further. All of these efforts can offer much reference on improving saving water irrigation and using soil-water resource reasonably, which is used to improve water use efficiency, relax water shortage and develop water resource continuably.The main contents of this paper are as follows:1. The concept of soil water resource was suggested in the broad sense and in the narrow sense. Base on the concept of soil-water resources, the characteristics of soil water resources was studied and analyzed scientifically.2. Base on the concept of soil-water resources and calculation of different typical years in Hebei plain, a practical calculation formula for soil-water resources was proposed. The calcuting results showed that calculation formula presented by authors gave the closest agreement with the true value of each zoning units.3. The paper studied the meaning of soil-water resources'utilization potential and used the carrying capacity multi-objective model Which is adopted prevalently studied to research the utilization potential. Used multi-objective model which is ripe at now in the calculate of carrying capacity of water resources. Base on the former calculational results and the collected datas about hydrology, economy, agriculture and so on, the multi-objective model was applied to estimate soil-water resource carrying capacity of different typical years and the soil-water resources'utilization potential. The research has great significance on rational use of soil-water resource.4. Finally, the conclusions and some pending issue were summarized. Besides, some proposals of effective highly and rational use of soil water resource were put forward.In this paper, 154 counties as the basic zoning units in Hebei Province were zoned and classified into 8 soil-water resource sub-zones and used to calculate the soil-water resource in piedmont plain. The calcuting results show that it accords with fact. It is also argued that the soil-water resource formula fits with Hebei Province actually. At the same time, the calculation results of soil-water resource carrying capacity multi-objective model is benefit to a further study on soil-water resource utilization potential. The primary aim of this study is to analyze characteristics of the soil water resource, calculate the gross of soil-water resource and estimate the utilization potential. Ths research will also be benefit to study soil water resource farther and achieve the aim of substituting groundwater resource and surface water resource with soil-water resource shortly and effectively.
