Our country is the biggest rice production and expense country in the world, the national rice output approximately composes 44% of the grain crops output, and the rice sown area amounts to more than 32.6 million hectares, approximately composing 29.1% of the total area of our grain crops.Rice's planter needs massive water resources,which take above above 62.5% of the using water.Water saving irrigation of rice is the chief contents of water saving agriculture for increasing the efficiency of using water.It is the most important treatment for our country grain security and the national security, ecological security and agricultural sustainable development.As example, the paper elects Pishihang irrigation area in Anhui Province. the experiment was carried out in the plots at Pishihang irrigation experiment station.To study rice evapotranspiration and water production function under different the water conditions, deficit irrigation under limited the water conditions, optimal irrigation procedure. It provides basis to water saving irrigation of rice.
