Hebei province is one of the most serious water scarcity provinces. Water resources scarcity seriously restricts national economy. Furthermore Hebei province is the wheat and summer corn production base of our country. Water resources scarcity aggravated the conflict between all water using sections and touched the food supplies safety, which puts forward a new challenge to traditional irrigation. In order to assure the food supplies safety, it is necessary to study the quantitative relationship among crop yield, water and environmental factor. It is also important for the saving irrigation water and the increase of water use efficiency and the improvement of farmland environment.Supported by State Science & Technology Project on Food Production Enhance, the experiment was designed to study chlorophyll fluorescence parameter, relation between water and yield and high water using techniques. Four factors were considered in the experiment such as water, soil, wheat and atmosphere recur to soil hydrodynamics, plant physiology, modern math method and compute measure.The main contents of this paper are as follows:1. The objective of this paper is to develop a wheat simulation model suitable for irrigation management based on available models, and to present the wheat growth process and relevant processes of water, light and heat in graphics, so as to study the wheat growth process and the impact of environmental factors to wheat growth. The result indicated that coefficients for water stress take the power function of relative daily evapotranspiration content the simulated and measured crop yield of 4 experiment plots in 2004. The wheat growth simulation results of different water treatment showed that the distribution of photosynthetic product is effective among root, stem, leaf and seed and the impact of the amount and time of irrigation on wheat economic coefficient. The author also found that moderate water deficit could excitated the wheat renitency contradictorily action and get the aim of highly efficient water using under high crop yield.2. Using the testing information analysed the reflection among crop yield, growth character and water deficit. By applying analyzer of plant efficacy, the author also study the effect of water deficit on the kinetic parameters of fluorescence in chlorophyll of wheat and accidence discuss the influence mechanism. As indicate by the results, the values of Fv, Fv/Fm and Fv/Fm decrease obviously with the increase of the intensity of water deficit. 3. Finally, the conclusions and some proposals which suited for the aim of highly efficient water using under high crop yield in Hebei province were summarized.The experimental study of winter wheat growth simulation and chlorophyll fluorescence parameter analysis in Hebei Province does not only reveal the principle of wheat yield form mechanism and influencing factor, but also analyze the relation among chlorophyll fluorescence parameter and water deficit, describing the daily variation of fluorescence parameter. The study results are the theoretical base to establish a technique system on winter wheat high yield and high efficient water using. The research results have significant application value to improve food yield and catabatic the stress of water resources.
