Soil Erosion in China is serious today , and some areas also continue to exacerbate the trend . Unreasonable human activities , such as deforestation for development,fire burning, indiscriminate cutting and grazing, Steep pioneers and so on , has not been effectively controlled and prohibited."Governance still can not keep up with damage". Therefore, the comprehensive management alone can not fundamentally solve the serious problems of soil erosion. If we do not take effective measures as soon as possible, increasingly serious water and soil erosion will continue. Erosion and harm is becoming serious. The grim reality has brought new challenges to traditional Soil and Water Conservation and calls for the emergence of modern Soil and Water Conservation. Ecological Restoration is in this context the right moment.The proposal of ecological restoration is a product of modern Soil and Water Conservation. It is proposed after county-level exploration and practice , on the basis of the Small Watershed blocks'successful experience in governance. It has implemented the "prevention first" approach to the Soil and Water Conservation.And it organically combined the prevention and the governance.In recent years, many experiments have been carried out throughout the country. And initial results have been achieved. We should sum up the experience seriously, guide this state of affairs actively,and explore new path continuously. So that the pilot can be a better model and play a better role of the radiation.This paper is about soil erosion and ecological rehabilitation empirical study.It Seeks to conduct a comprehensive scientific assessment of the status quo, sum up successful experience, clear key issues and propose corresponding countermeasures.In that case,it can provide the basis for Huaihe River Basin's macro decision-making.This paper is on the method of quantitative and qualitative analysis. Through data collection and research of topics,it analysis and evaluated the impact of soil erosion on sustainable social development and ecological safety. With remote sensing, geographic information systems and other technical means, according to the basic principles and methods of Restoration Ecology,it gets a clearly defined scope which is suitablt for ecological restoration.And it also summed up the effectiveness of ecological restoration, experiences , practices and problems for further study.According to the empirical analysis of ecological restoration,we can study the dynamic changes of soil erosion further,and even evaluate the water and soil conservation and ecological status quo in other key areas.And we can systematically summed up the successful experience and lessons, update ideas of a new awareness of the relationship between man and nature,and clear major scientific and technical issues about soil loss of integrated control and ecological construction work.It is helpful to arouse the whole society to protect soil and water resources, and set up safeguarding ecological safety awareness. Proposals about accelerating the pace of soil erosion, protecting ecological safety, and promoting sustainable economic and social development,would provide the scientific basis of ecological construction macro decision-making.
