A Study On Theory And Practice Of Fisheries Association

Since reform and opening-up of China, the industrialization and clusterization of fisheries have been made significant progress. But as the development of the fisheries, many problems occurred and needed to be resolved, such as mistaken management, extensive operations of fisheries, over - capture and so on. The management institution of China's fisheries should be innovated and reformed for resolving these problems. To strengthen the function of fisheries association is one of the desirable ways.However, the China's fisheries association is failure to achieve the supposed result at the present time. It is very necessary to study the fisheries association system in a view on theory and practice, for improving the system of fisheries association and solving the problems in fisheries management. In view of this, the dissertation discusses the China's fisheries association in the theory and practice.As to the theory, the dissertation discusses the problems of government failure and market failure on the theory of public choice and the externality. And then, the dissertation discusses the basic theory of fisheries association, such as concept, character and function and further analyzes the feasibility to establish the fisheries association on the theory of social capital. As to the application and historical research, firstly,the dissertation briefly introduces the situation of oversea fisheries association, especially the operating mechanism. Secondly, this dissertation discusses the history of China's fisheries association development. Finally, the dissertation briefly introduces the development of the fisheries association in Japan, Korea, and China's Taiwan and analyzes two successful cases of fisheries association of China. Based on the study of theory and demonstration, the dissertation puts forward some countermeasures to develop the China's fisheries association. The countermeasures include: establishing the legal and social status of fisheries association, putting the government in the right role, strengthening the management structure of fisheries association, financing,some requirements and principles.The progress of dissertation is along with putting forward problems—analyzing problems—solving problems to discuss. It analyzes the problem of management and finds the solution. The aim of the study is to make people systematically learn the role, function and the mechanism of operation and recognize that it is an ideal way to resolve problems of China's fisheries management by establishing fisheries association. The methods of study include the combination of demonstration and criterion method, the union of logicism and historicism method and the link of static analysis and dynamic analysis method. The dissertation integrates the theory and practice of fisheries association during discussing and unifies the theory and practice.
