Research On The Reform Of Japanese Fishery Cooperative Association Oriented By Fishermen’s Income Increase

As an important form of organization system in the field of fishery industry,the fishery cooperative economic organization is an important carrier and guarantee for fishermen to move towards professional production and enter the domestic and foreign markets.It plays a significant role in promoting the healthy development of fishery,resource protection and utilization,and increasing fishermen’s income and efficiency.Looking at the fishery organizations of the main fishery countries,the Japanese Fishery Management :Japanese Fishery Cooperative Association(hereinafter referred to as JFCA)has formed a relatively complete system including local organizations and national organizations after a long period of development,and plays a positive role in both management and operation.In recent years,JFCA has promoted the re-development of Japanese fisheries through reform like adjustment of sales functions and marketing innovations,and greatly increased the income of fishermen.the Chinese fishery cooperative economic organization is still in the stage of exploration and development,showing the problems of incomplete system construction,low degree of organization,lack of innovation and so on.It is far from playing its due role and effect.How to promote the healthy and sustainable development of our country’s fishery cooperative economic organizations,and promote the construction and exertion of their functions in fishermen’s income increase,resource management and other aspects of operation and management,has become an important topic concerned by researchers and the industry.Based on the revision of Japan’s Fisheries Law in 2018,this paper systematically combs the main measures of the reform of the Fisheries Association law,and makes a comparative analysis of specific measures through specific cases.On this basis,using qualitative comparative analysis method,this paper selects 16 Fisheries Associations in various regions of Japan as the research object,and makes an in-depth analysis of the reform measures to promote fishermen’s income,Combined with the problems existing in the development of the Chinese fishery cooperative economy,this paper puts forward some beneficial suggestions for the development of the Chinese fishery cooperative economic organizations.There are four steps in using fsqca method:selecting typical cases,setting variables and research model,constructing truth table,data processing and analyzing results.The results show that:(1)in the reform measures,the factors that affect the sales volume and fishermen’s income mainly include organizational system,technological innovation,marketing innovation and government support;(2)The necessity analysis of the four variables shows that the consistency threshold of government support is greater than 0.9,which indicates that this variable is the necessary condition for the development of Japan Fisheries Association,and the development of Japan fisheries association cannot be separated from the support of government;The consistency threshold of organizational system,technological innovation and marketing innovation is less than 0.9,which indicates that these three variables have an impact on the development of the fishery association and the increase of fishermen’s income,but the individual variables themselves can not affect the development of the whole fishery association,and each individual condition variable is a subset of the result variables;(3)there are two kinds of configurations for the development of the JFCA,configuration 1: organizational system * marketing innovation * government support,and configuration 2: technology innovation *marketing innovation * government support.The paper points out that the impact of a single factor is relatively low and it needs to be considered in diversified ways.Based on the basis of the above analysis,combining with the problems existing in the development of the Chinese fishery cooperative economic organizations,it is suggested to promote the development of China’s fishery cooperative economic organizations from four aspects: organization system * technological innovation *marketing innovation * government support.The specific countermeasures and suggestions are as follows:improve the organization construction and promote the standardized development of the organization,implement technological innovation and improve the core competitiveness of products,strengthen supportive policies to protect the vital interests of fishermen,and devote to marketing innovation,ensuring the organization and fishermen’s income.These four countermeasures and suggestions of fishery cooperative economic organizations are proposed with Chinese characteristics,so as to promote the healthy development of China’s fishery cooperative economic organizations and increase fishermen’s income.
