The canal in Suqian is a section of South to North Water-Transfer Project. The irrigation area along the canal's water resources not only relates the economic development of the locality , restricts the across drainage basin water transfer project. So the irrigation area must advancing water saving reform and use water resource reasonably.This article put the input-output method into the optimal allocation of water resource. Basing on the full analysis of balance between water resources supply and actual demand, establishing the table of the input-output method about the irrigation area which along the Chinese Canal in Suqian. And using this table to study the water quota and water consumption degree of various professions in the irrigation area. At the same time, this text established the macroeconomic model of input-output method through using the input-output method and the linear programming method. The model was solved by computer program of simple method. The solution forecasted the output value and the water using situation of various professions in 2010. The irrigation area along the Chinese Canal has 8 departments (paddy rice, wheat, economy plants, forestry, animal husbandry, fishery, village labor movement industry, other side occupations). This departments'water demand respectively is 7.852, 0.681, 2.432, 0.0681, 0.1201, 3.0644, 0.2285, 0.2287 billion m~3. The domestic water consumption was 1.023 billion m~3 and the ecological water demand is 1.5 billion m~3. So the total water consumption was 17.199 billion m~3 and the pollutants were 96341.8t. This model not only considered the situation of every profession, could cause local economy develop Coordinated.This article established a multi-objective model. The model took the maximum irrigation economic efficiency and the smallest pollutant quantity as the goal. And the constraints of the model was water resource. It forecasted that the total water consumption was 15.6 billion m~3 and the total pollutants were 65727t.In the economical not developed area may consider the macroeconomic model, but in the developed area, should consider the environment fully. The society uses the multi-objective programming model. Later in the water allocation, it should consider that establishing the multi-objective programming macroeconomic model with input-output method.
