The monitoring and management of the plant diseases and insect pests plays an important role in forestry sustainable development of our country. The major problems are data collecting inconvenience, poor veracity and practicability of grass roots, The advanced GIS technology in monitoring and management of plant diseases and insect pests was introduced in this paper. The manager can collect and store the data automatically by this system. The exactitude survey of the circs of plant diseases and insect pests was carried by the link of GPS data and map. Through assistant protraction, the area of plant diseases and insect pests were protracted on the map, while the layer of protraction could be stored by inputting the data of plant diseases and insect pests. This system could import the stored layer or PDA data to display and superimpose, so consequently analyzed the extension and trend of plant diseases and insect pests, and established the method of prevention as well as proved the effect of prevention. Besides, the expert system was constructed ,collected the 300 species of plant diseases and insect pests with the detailed description of character and biological characteristic as well as some pictures about plant diseases and insect pests, user could enquiry the information by imputing the name of plant diseases and insect pests or selecting the harmed way by it. We made this system as an expert system too, and it can help people to identify the plant diseases and insect pests much better.The research took WuMing in Guangxi province as an experiment area and developed the plant diseases and insect pests management system based on MapObjects flat applying Visual Basic language as explode tool, this technology and method were database, structured system analysis and design and object-oriented programming introduced. This system consists of system management, data management, GPS module, expert system, query, report outputting, assistant plot and so on. The read-in and management of data can be embodied to the village, so it can promote the level of monitoring and management from town to village. Then the truth, veracity and practicability of the data is guaranteed and positioning, ration, and visualization of the plant diseases and insect pests can be realized.
