The production and development of Xijiang cotton have a great impact on Xinjiang economy and market stability of cotton in china. A cotton operational monitoring system using remote sensing must be developed in Xinjiang due to serious situations of cotton market home and abroad, which can be able to monitor growth variation process of cotton in a comprehensive,quick ,objective way, as well provides important decision basis for the administrative department. As a important element of cotton operational monitoring system using remote sensing, the background database system provides support of various data for monitoring system, but also provides system environment which can comprehensively treat and compositely analyze various data. How to develop a cotton operational monitoring background database system is the keystone of this research.The key techniques on development of the background database system are summarized in the paper, and requirements of background database system are comprehensively analyzed. According to requirements and researches of data of the system, the principle of overall design of the system is putted forward. The structural frame and function contents are designed in detail, also development platform of the system is confirmed, material process and technical of development of the system are introduced in addition. Based on ComGIS,the author integrated MapObjects2.4 with Visual Basic to develop the system in the paper. During the development process, advantages of development tools are utilized adequately. The stability and operational efficiency of the system are improved.According to requirement of cotton operational monitoring using remote sensing in Xinjiang and the characteristics of special region characteristics and administration model between Xinjiang and Xinjiang Production and Construction Corps, a cotton operational monitoring background database system is developed by using ComGIS. The system possesses friendly user's interface and convenient operation; spatial database and property database of background database system are developed, connected, managed, analyzed and visually expressed; unified management spatiotemporally and effectively to spatial and property data are carried out. The availably gather and standardization management to data about cotton operational monitoring using remote sensing in Xinjiang, which improve technological content of management to cotton operational monitoring using remote sensing, as well providing a guarantee of applying availably monitoring results to remote sensing prognosis of cotton. However, the realization of other functions of the system (such as advanced application of cotton operational monitoring using remote sensing, data resources sharing and query based on Web and so on) needs to realize in a further development.
