Nowadays, the tourism is one of the industries which develop fast and strongly in the world. The forest tourism has become the main mode of eco-tourism that is regarded as a special way of tour and has enormous developed potential and wide prospect. In some developed countries, forest tourism has more than 100-year history. While, it just came into being a few years ago, and people are facing so many problems for this new industry in China, such as how to evaluate the quality of the forest landscape and how to provide scientific and concise management methods to forest proprietors? Now those questions have become new tasks for the development of national forest tourism.In this paper, the concepts of landscape, scenic forest, forest landscape and landscape evaluation were introduced, and the origin of the forest landscape quality evaluation was discussed. The theoretical basis, contents and methods of the forest landscape quality evaluation were illustrated. Then the quantitative assessment methods of forest landscape quality and its management technology were summarized.By those theories, we chose the landscape evaluation principles of mental physics and statistical methods of quantitative theory-I to evaluate the degree of inside forest beauty of main forest-type landscape of National Forest Park in Taibai Mountain. According to field survey, we selected ten indices-litter and deadwood, the height of undergrowth, uniformity of branch-leaf and undergrowth, canopy density, form of stem, coverage of undergrowth, form of forest, change of landform and variation of DBH as main evaluation factors. 45 samples were taken to analyze the relationship between those factors and the degree of inside forest beauty of main forest-type landscape. The results are as follows:(1) Scenic Beauty Estimation Method (SBE) was improved to evaluate the degree of inside forest beauty.(2) Litter and deadwood, the height of undergrowth, uniformity of branch-leaf and undergrowth, canopy density, and form of stem had significant effect on the degree of beauty had significant relationship with the degree of inside forest beauty, while the influence of coverage of undergrowth, form of forest, change of landform and variation of DBH had no significant effect on it. (3) The final evaluation model is: Y=-0.635+0.2011x11+0.1984x12+0.3050x21-0.1655x22+0.4059x31-0.0056x32+0.6598x41-0.3125x42+0.4897x51-0.0273x52+0.3022x61+0.1211x62F test showed the evaluation model was reasonable(F=7.758>F0.05(38)=2.35)that could be used to evaluate the quality of forest park and provide some experiences for forest construction and management.(4) The results indicated if experimental purpose is clear, landscape photos are taken according to the standards and the characteristic of forest landscape can be reflected scientifically and roundly by the landscape factors, Scenic Beauty Estimation Method(SBE)can be used to evaluate the same type of forest landscape. According to evaluation results, we can obtain the techniques and steps about managing and nurturing the forest landscape to direct the actual management for the similar forest stands.(5) By the evaluation results, we think that the forest park should follow the principle of"eco-function is first, meanwhile pay attention to eco-landscape", protect the landscape pertinently and give prominence to display the function characteristics of artificial scenic forests in the low-elevation areas. Lastly, we discussed the problems of this study and brought forward the issues that should be concerned in the future.
