Research On Rural Drinking Water Safety Problems And Related Solutions And Measures

Since the founding of New China, the Communist Party of China and the government have done a lot of work to solve the problem of drinking water in rural areas. From 2000 to 2005, the state had investment over 20 billion yuan for Rural Drinking Water Project ,and reliefed the lack of drinking water condition for more than 6 million people, but because of China's large rural population, shortage of water resources, and the low water supply level of rural areas, the situation of drinking water safety problems such as drinking water quality, drinking water quantity,and convenience level of getting drinking water etc. are still very grim. On May 2005, a national survey of drinking water safety status had been organized by the Ministry of Water Resources,the State Development and Reform Commission, and the Ministry of Health . According to the information from the survey ,to end of 2004, the number of drinking water unsafe rural population is 323 million people, that is 34 percent of the whole rural population. Of which 227 million people have problem on drinking water quality, quite a part of the rural masses have been drinking high-fluorine water, high-arsenic water, bitter and salty water, high iron and manganese water, and pollution water which can't fit the drinking water standard for a long-term , and at the same time water shortage problems caused by poor facilities, drought and seasonal reasons are still exist. Improve rural water quality and increase water supply facilities are an essential infrastructure construction,it also play an important rolein the daily life of the rural masses and agricultural activities .This paper according to the actual situation , discussed and analyzed and the threat factors of China's rural drinking water safety, and pointed out some of the main issues exist in current rural drinking water safety, including rural non-point source pollution, drinking water quality,found of rural water supply projects and Security management. Then I formulated several ways to resolve the issues: 1) First change thoughts of the rural masses, make them fully aware of the importance and urgency of drinking water safety, in order to"cure"the problem from the root; 2)Perform rural water pollution control measures; 3)Promote advanced water treatment technology; 4)Strengthen the planning and construction management of water supply projects;5) Improve the water supply management system;Pointing out that should take reasonable Engineering and management measures based on actual situation, and local conditions.In the fourth chapter of the paper, combinated the foregoing theoretical research results, I selected the Jinghuiqu Irrigation aera in Shanxi Province for special case.Through the research and analysis of the rural drinking water safety conditon in Jinghuiqu Irrigation District,proposed the main problems of rural drinking water safety there,and made deep thinking in the solutions and solve measures which to be carried out, then put forward some personal proposals.
