Since 2016,China’s rural drinking water work has entered a new stage of consolidation and improvement.At this stage,governments at all levels were required to coordinate the strategic goal of building a well-off society in an all-round way and win the battle against poverty.The main task was to promote the integration of urban and rural water supply and further improve the level of water supply security in rural areas.In this context,different regions have adopted different implementation modes in the practice of rural drinking water safety engineering,and these modes have some differences in terms of participants,sources of funds and applicable conditions.It can be seen that with the deepening of rural drinking water safety work,the task objectives and construction difficulties in the later stage are increasing,which means that the implementation of rural drinking water safety project in the new stage will face a larger funding gap.The main purpose of this paper is to choose which implementation mode can more efficiently complete the project planning goal and provide some reference for the selection of the mode through the comparative study of different modes.The research object of this paper is the implementation mode of rural drinking water safety project.Case analysis and comparative analysis are adopted to select the case corresponding to the implementation mode of rural drinking water safety project in hubei province for empirical analysis.This paper compares the implementation situation and applicable conditions of different models and puts forward corresponding countermeasures and Suggestions for improving the implementation of rural drinking water safety project.The introduction of the paper mainly introduces the theoretical and practical significance of studying and trying to solve the problems existing in the implementation of rural drinking water safety project under the background of rural drinking water work entering a new stage of consolidation and promotion.The research on rural drinking water safety at home and abroad is summarized and commented,so as to determine the research ideas,contents and methods of this paper,and finally put forward the possible innovative points and shortcomings.The second part is the definition of concepts and theoretical elaboration,which defines the concepts of related terms involved in the paper,and elaborates the theoretical basis of this paper: the theory of public goods,the theory of multi-center governance and the theory of privatization.The third part is the summary of rural drinking water problems and the development of rural drinking water safety project.Based on the relevant data,this paper sorts out the evolution of rural drinking water problems and the implementation mode of rural drinking water safety project in China.And from the supply side and the demand side respectively analyzed the rural drinking water safety project implementation of the multi-subject participation in the formation of the motivation.The fourth part is the empirical analysis.The case corresponding to different implementation modes of rural drinking water safety project in hubei province is selected as the analysis object.On the basis of data collection,a comparison is made in terms of government support,project construction level and quality,and project cost effectiveness.The conditions and influencing factors for the successful implementation of each model are analyzed,and the difficulties in the implementation and promotion of rural drinking water safety project are summarized.The last part is a countermeasure proposal,based on the analysis framework of polycentric governance theory,to clarify the main responsibilities of the government,the market,and society.From optimizing the planning and design of rural drinking water safety projects,integrating effective resources to suit local conditions,selecting an implementation model,and gradually constructing a large-scale rural water supply system,suggestions are made for improving the implementation of rural drinking water safety projects.
