Water-use management was a typical multi-layer, multi-decision makers and multi-aim semi-configuration decision problem that could be solved by Decision Support System (DSS). In the recent 30 years, the DSS gained many compelling results in water-use management on theory studying, system developing and application. Therefore, it was necessary to develop water-saving DSS to improve the rationalization of the water-saving agricultural decision. The DSS was about used in water-saving irrigation in the middle eighties in China, but it was developing rapidly. If you wanted to manage the irrigation effectively, at first, you must work out the water quantity that the crop was short of correctly, and then irrigated it timely and irrigated it with the proper water. In this way, it could not only save the irrigating water, but also be use to the crop's growth and increase the yield of agricultural and forestry sideline. According to this idea, the water-use irrigation management DSS that was suitable to Chongqing's hilly areas had been developed by using the system engineering methods.1 The water-use irrigation management DSS total designAn integrated water-use irrigation management DSS has been developed based on the system requirements analysis. The system was composed of the database, the method base, the model base, the knowledge base and the dialogue management. All parts were integrated by network structure, which could realize the resource sharing, reduce the cost and also could decompose a complicated decision mission to many sub-missions, so the mission could be finished at the nodes.2 The database design of the water-use irrigation management DSSThe database was always the basement and the key on system developing. Because of the various data, the water-use irrigation management DSS combined the space database to the property database to manage the data effectively. The space database was developed based on the GIS software. It used the ArcGIS8.3 to save the picture data as the .shp mode file in point files, line files and polygon files respectively. The property data described the characteristics of graphical component and saved them in the Access relational database. The graphic data established the corresponding relations to the property data via the interior tabs of the graphic component. So, it could realize the connection between the interior property tables in graphic database and the exterior property tables in the property database, and could save, process and analyze the graphic and property data at one time.3 Model study of the water-use irrigation management DSS...
