| The soil erosion is in the present worldwide scale one of most important environment questions.Soil erosion's immediate consequence is the soil layer thins,the nutrient outflow,the land resource to be destructed,the aggravating grain question crisis,the contemporaneous erosion will produce the sand also to silt up the river course and the lake reservoir,the pollution water quality,the aggravating flooding disaster,in recent years aroused people's interest and the research day by day.As our country moderate outflow area's northern Sichuan province low mountain or deep hill area,the breadth area 17,600 square kilometers,the soil erosion is serious,the agricultural structure imbalance,the ecological environment loses balanced,is restricting the agricultural productive forces development seriously,and endangers the southwest biggest reservoir——to rise the clock reservoir the ecological security.Therefore has the necessity systems science to study northern Sichuan province low mountain or deep hill area soil erosion rule,verifies its effective government method and the way,provides the scientific basis for the local leadership decision-making.This article analyzes the He Mingguan 1,2 small watershed different government pattern through EXCEL and DPS soil and water conservation effect in trial period,and draws support from the ecology supporting capacity model to analyze the different government pattern to the small watershed sustainable development contribution value,regarding this and put forward the corresponding countermeasure proposal.The findings indicated:The He Mingguan small watershed experiment whole year border rainfall amount performance for the around high school between the low tendency,the 6th,7 annual rainfall are small,the 3rd,8,9,10 annual rainfall are relatively sumptuous,2 small watershed mean annual precipitation respectively is 853.2mm,831.8mm;In the year the rainfall amount mainly concentrates in the flood season,the flood season rainfall amount accounts for the annual rainfall respectively is 84.6%,84.7%;lst,2 small watershed trial periods divide property equally the class modulus are evenly 66793m~3/km~2,57701m~3/km~2,loses the sand mold number respectively is equally 160m~3/km~2,69m~3/km~2;lst,2 small watershed produce the class modulus separately after government 205,200 m~3/km~2,312,400 m~3/km~2 drops to the government trial period 66,800 m~3/km~2,57,700 m~3/km~2,before comparing the government,to reduce 67.45% separately,81.53%;1st,2 small watershed lose the sand mold number separately after government 2015.5 t/km~2,2369.8t/km~2 drops to the government trial period 160.1t/km~2,69t/km~2,before comparing the government,to reduce 92.06%separately,97.09%;The conservation of water and soil government to 1,2 small watershed sustainable development's technical progress factor respectively is 1.3382,1.4542;1st,after 2 small watershed governments,before a unit square kilometer total output value compared the government,to enhance 81.06%separately,52.66%.
