The sustainable development of grassland regions need to balance the ecology, economy and society,and the evaluation for sustainable development always is a difficulty of researching grassland regions.The arm of this papar is to evaluate the sustainable development on the grassland's regions based on system carrying capacity (SCC) of grassland industrial ecosystem (GIE) .The basic method, an important theory in systems science, of state space may measure quantificationally system state.The SCC of GIE was studied with the method of state space because GIE fell within complicated huge system. Based on the system theory, this study estimated sustainable development with SCC of GIE ,and created estimating models and indicators system.The internal relation was made sure between SCC and sustainable development.And the vast amount data sets used in this study include:①macro-statistical data of region ;②data collected for the research project of pasture of XILINGUOLE meng and DONGQUZHUMUQIN county;③some basic data about the grasslands , resources and environments in XILINGUOLE meng and DONGQUZHUMUQIN county.Following are the main conclusion obtained from this study.Considering two concepts of supplementing each other between SCC and sustainable development,It all was put forward by human confined from nature in understanding ,fitting and changing nature. The purpose of researching system SCC is finally to confirm development rate of population, society and economy.So,the SCC of GIE is powerfully a tool of evaluating sustainable development.The indicators and methods of evaluation in SCC were brought forward by this study, which included the indicators value and SCC on the ideal state and the actual state of GIE in a period of time. The SCC belonged to a method accepted easily. GIE is a compound ecology, which comprised natural , economic and social systems. The SCC entirely depend on evaluating methods and approaches for GIE.the hunman has needed to increase the SCC for normally running and placidly developing the GIE.Model systems and indicator's systems of SCC were established and the method of calculation and indicators of estimation were introduced in this state space study. The value of SCC was showed by the module of vector of SCC in state space based on system theory. The carrying capacity rate (CCR) was put forward to measure the degree of over-loading in this study.The indicators of different levels were distinguished and divided into the pressure index, support index and inter-communication index in this indicators study. But human have doule property in SCC.The feasibility of SCC was validated with the demonstrations such as XILIGUOLE meng and DONGWUZHUMUQIN county.The area of XILIGUOLE meng is over-loading state on the SCC by analysis from 1997 to 2002,and its value of SCC on the ideal state is 0.7504 .The best of over-loading is in 1997,and the CCR is 1.30.the least in 2002,the CCR is 1.14.The SCC in period of time have also a trend to approach ideal state in the curve for XILIGUOLE meng .In DONGWUZHUMUQIN county, The best of over-loading is in 1998,1.50 for CCR, and the least in 1997,1.32 for CCR.Considering the contribute rate, the indicators of SCC was come out top as follows: the area of occurring "RPP (rat's calamity,pests and poisonous forage,RPP)", natural accrual of population, water resource per person, the area of artificially planting grasses and Engel's coefficient.In the sustainable development countermeasure, author suggested that the regions should carry through as follows:① prevent the"RPP" of grassland by means of integrating prevention such as ecological and biological methods, and establish early-warning system, protect the biodiversity; ② reinforce to protect the resources of grassland, and increase the gross of the resources;③use reasonably water, the important resource;④develop the strategy of substituting resources;⑤ adjust the industrial policy and introducethe technology from elsewhere ;⑥ standardize governmental functions and especially i...
