In recent years, frequent outbreaks of highly pathogenic avian influenza occurred, so that the poultry industry suffer huge losses. In particular, the avian flu virus breakthrough barriers between species, so that the incidence of human infected, causing shock and concern around the world. Capacity-building to strengthen the prevention and control to cope with the threat of highly pathogenic avian influenza, has become a great important work for government.Statistical analysis in accordance with the relevant information show that : above 85% out of the total outbreaks of HPAI occurred in the small scale premises; about 30% outbreaks had connection with dealing stage, and in some areas, HPAI spread risk was high by dealing after the first outbreak; other outbreaks occurred in the live poultry market. In this study, for the condition and characteristics of China's poultry industry at the present stage, throught analysing the relevant information of highly pathogenic avian influenza occurred, combined with pre-research project on the implementation of the provincial grassroots immunization survey, design research program. Then carry out the investigation of the project provinces and counties and study to determine HPAI risks in various link of poultry breeding, slaughtering and processing, transportation and market trading,, in-depth analysis of the problems in animal health supervision on all risks in these four links,, improve measures and proposals and establish effective supervision and management methods for implementation of entire course animal health supervision and management authorities for China's poultry industry status. And thus to ensure scientific and operability of the poultry production health supervision.
