The Welfare And Safety Of Living Animals In Air Transport

Because of the convenience, air transport of living animals has always been the most important mode in international trade along with the trade between China and other countries growing. Animals felt intimidation in the process of transport, and the health had been threatened. So, the air transport of living animals is a new problem in animal conservation. The increase of the trade has challenged the safety of air transport and the security of public sanitation.In this paper, we investigated the safety of animal air transport and the animal welfare. I think if we want to protect the animal welfare in air transport, first of all we should assure the safety of transport. And the safety includes protecting the wildlife resource, the animals' safety being transport, the safety of air craft, human in airplane etc. The paper wants to strengthen the cooperation in living animal air transport, and impulse the standardization of air transport.This paper is divided into 3 sections and empirical in the train of thought "propose- analyze-resolve".The first section introduced the conception of animal welfare, the history of animal welfare in the world and the differences among several similar conceptions. The people in our country are unfamiliar with the animal welfare, which was familiar and acceptable. This paper defines the conception of animal welfare is "animals live in well-being standard" and makes the important connotations namely the 5 freedom-principles, which are freedom of free from hunger and thirst; freedom of having a comfortable life; freedom of free pains, harms and ills; freedom of free from fears and sorrows and freedom of expressing the nature.The conception of animal welfare comes from foreign country, but it exists from ancientry in China. It flames its own blaze in the history of our country. The thought of animal welfare do not come from foreign country, it is not the original creation of foreign country, it belong to all people in the world, it is an important sign of civilization of human being.The second section mostly discussed the problem of container which occur the most unsafe incident. We found that our country is short of the law about the container, lack the detailed standards for container produce, the people who deal with the animal trade do not know animal. Suggest that we should legislate ASAP, perfect the manage system of container; teach the people who deal with the job. Introduce the basic requirement for living animal air transport, and suggest a easy way to qualify the material for making container.The third section researched the animal welfare in air transport. We found the problems includes: (1)the animals loading crowd when transport; (2)short of the ramp when load and unload; (3)terrible fly status; (4)lack food and water in long time; (5) fatigue and restless; (6)easy to get disease because of hyperirritability; (7)suffer the hot or cold; (8) cargadors operate in wrong way when loading; (9)transport sick, hurt, under age or pregnant animals; (10) brutal management. To avoid this kind of circumstance happening, this paper discussed animal transport preparation, animal behavior characteristic, animal carrying density and the person who engaged in living animal transport.The problems in living animals air transport not only harmed the welfare, but also caused great influence to shipping company, personal, even the wildlife resources of country. (1) Living animals' illegal transportation damaged the state resources; (2) living animals air transport problems caused losses to airlines; (3) problems in animals caused losses to shippers. Therefore, based on the problems, there are several suggestions in hope to provide some help in living animal air transport: (1) to establish and perfect the legal system and the industry standard; (2) to establish the full-time living animal air transport management institution; (3) to establish personal training and qualification permission system in living animal air transport; (4) Establish standard of living animals, air transport packaging production, supply and detection system.
