Based on current data of land use in Lanzhou of 2006,the planning of land development and consolidation in Lanzhou from 2011-2020 and related socio-economic data, the potentiality of cultivated land consolidation in Lanzhou was evaluated with entropy weight and synthetically evaluation method based on construction of evaluation index system, the purpose is to establish the found for land development and consolidation plans and to make determination to key region and key project during implement of land consolidation in Lanzhou. The results indicated that:(1)The potentiality of cultivated land consolidation could be evaluated with four indicators: increasing of grain output per person, increasing of cultivated land per person, increasing of total grain output, and increasing coefficient of cultivated land. From the standardized values of four indicators could be seen that: if one indicator of a county(district) was the largest, so its standardized values was largest too, and vice versa. It showed that the Index values impacted on the standardized values; those indicators could be weighted as follow sequence : increasing of grain output per personï¹¥increasing of cultivated land per personï¹¥increasing of total grain outputï¹¥increasing coefficient of cultivated land. It showed that the social and economic benefits from consolidation of cultivated land could be more important than the increasing areas of cultivated land, so we should be comprehensive, multi-angle to consider a variety of factors rather than simply depend on increasing areas of cultivated land as the main criteria to Measure the potentiality of cultivated land consolidation in an area.(2)From the synthetically exponents of county(district), it can be seen that: The potentiality of cultivated land consolidation could be divided into four grades in Lanzhou, the highest potentiality of classâ… included Gaolan county,Yongdeng county and Yuzhong county; the district of classâ…¡included Qilihe district, the district of classâ…¢included Xigu district,Chengguan district,Honggu district, Anning district was the district ofâ…£,there was no potentiality in it. In term of the individual index, through consolidation of cultivated land, Yuzhong county could get the most increasing areas of cultivated land, Gaolan county had the most cost-effective and Yongdeng county would benefit the most social benefits. According to the status quo of county(district) can be seen that: It was closely related to the topography, agricultural production facilities and the local agricultural development characteristics of county(district).Finally, proposed the development direction of cultivated land consolidation in different areas according to the potentiality grades of cultivated land consolidation in county (district).(3)It can be seen from the weights of indicators in village(town), the social and economic benefits from consolidation of cultivated land could be all more important than the increasing areas of cultivated land in every village(town) in addition to village(town) in Honggu district, it was as same as the weights distribution of indicators county (district); From the potentiality of cultivated land consolidation in village(town), it showed that some village(town) which was closed to the county (district) had small potentiality of consolidation as a result of economic development led the development of other industries and the process of urbanization was speed up, some village(town) was even no potentiality; and some of the remote village(town), or the village(town) which was led by agricultural had a considerable potentiality of consolidation as a result of there was a large number of ridge between fields and non-irrigated farmland. Moreover, it can be seen that if one county (district) had the higher potentiality of consolidation, so its village (town) had a corresponding higher potentiality. Finally, proposed the development direction of cultivated land consolidation in different areas according to the potentiality grades of cultivated land consolidation in village (town).(4)Integrated evaluation on the potentiality of cultivated land consolidation in Lanzhou constructed a multi-factor evaluation index system and divided the potentiality grades, the index system was not only takes into account the increasing areas of cultivated land, also considered the social and economic benefits from consolidation of cultivated land. The consolidation project of cultivated land in Lanzhou city, mainly located in Gaolan, Yuzhong, Yongdeng counties, the status quo was as same as the result which was evaluated and divided potential grades with entropy weight and synthetically evaluation method based on construction of evaluation index system.
