Forest resources are the material basis of forestry, and also the aim and outcome of forestry department developing all the activities. As a common natural disaster, forest pests and diseases has badly impacted on the sustainable development of forest resources with wide range of hazards. To monitor and control the forest pests and diseases has become the focus and difficulty of the work. The area of forest in Lixian County, which is in Sichuan Province, is more than half of its total area and has rich reserves of forest resources. Lixian Forestry Department has many years experience of monitoring and controling forest pests and diseases, however, these traditional methods and means can't control the spread of the forest pests and diseases in a scientifical and reasonable way. So using modern tools of computer and information technology to manage the forest resources in Lixian scientifically and have an important significance to monitor and warn forest pests and diseases effectively.ComGIS is a new stage of GIS technical development, and it represents the trend of current GIS. Based on the standard component platform, GIS function modules are divided into several controls, each one finishs different functions. GIS controls, non-GIS controls, basic components and professional components cannot only be recombined freely and flexibly, but also has visual interface Object-Oriented and standard interface easy to use, which makes the systematic development and software integration easy, truly achieving "code reusing" and "component". ArcGIS Engine technique is based on a group of complete and packed embedding GIS component library and tools library, which have no relation with platform and can be used in varied programming interface. Plentiful functions as many as ArcGIS need the developer be got with practiced usage of component library.Using the thought of Software Engineering, and based on the analyst of need in monitoring and early warning of forest pests and diseases, combined with the professional quality, the study designs and develops forest pest and disease monitoring and early warning Lixian Geographic Information System. The entire research process can be divided into software systems design, database design, functional design, interface design, code implementation, testing and installation of an integrated deployment. The system is based on c/s architecture, programming language choose the C#. NET8.0 and using the ArcGIS Engine components, ArcSDE spatial data engine, SQL Server database management technologies. The paper completes the common GIS functions, disaster inquiries, disaster forecasting, disaster prevention, disaster warning, disaster assessment, pests and disease monitoring, early warning and so on. The whole system works well, in aspects of networking, remote sensing data processing and three-dimensional scene, the system needs further research and extension.
