In this paper, access to a large number of relevant literature at home and abroad on the basis of the information, combined with irrigation in Shanxi Fenhe practical, theoretical analysis and empirical research using a combination of technical line, operational status of large-scale irrigation evaluation index system and evaluation method of the comprehensive evaluation research, the main achieves are as following:1. China's large-scale irrigation for the actual establishment of a set of large-scale irrigation operational status of the index system of comprehensive evaluation. The index system includes irrigation efficiency, irrigation economic, social and irrigation project status, ecological and the environment, irrigation management, irrigation system operation conditions and sustainable development indicators such as an eight major categories; The one indicator further divided into 31 two indicators; of which 23 quantitative indicators, qualitative indicators 8; the indicator system can be run from different sides of the irrigation district as a whole to conduct a comprehensive assessment of the situation; research and analysis of indicators of non-dimensional method, qualitative indicators of use of set-valued statistical theory to determine their quantitative value, the number of quantitative indicators of the type used to determine their efficacy coefficient method to quantify the value.2. View of the current irrigation evaluation method commonly used in the subjective and objective weighting method empowers the shortcomings, this subjective weighting method used G1 method, G2 methods, objective weighting method used to maximize deviation method, subjective weighting method integrated linear integration, the integration of the weight and the maximum deviation to determine the weight, using game theory method to two sets of weights, integration and comprehensive empowerment. In practical applications, can be different according to actual needs, as well as the evaluation of the guiding ideology, select the appropriate weight to determine an integrated approach.3. In the current analysis of existing evaluation methods based on the proposed large-scale irrigation run dynamic evaluation of the situation and static evaluation of second-class methods, the dynamic evaluation method chosen "close the value of the Law," "gray correlation Law" and "Support Vector Machine" method, the static evaluation method using the "pull-grade-Set to" a comprehensive evaluation method. 4. Through the above comprehensive assessment of different methods of evaluation, diagnose the problems out of the irrigated area of the sustainable development of irrigation Fenhe countermeasures research, and proposed measures for improvement:Fenhe Irrigation District should be adjusted to the agricultural planting structure and improve the overall efficiency of irrigation; use advanced irrigation technology to improve the utilization coefficient of irrigation water; pairs of old and damaged, the channels continue to renovation, to play a resource-effective; to strengthen control over exploitation of groundwater, so that irrigation has a good eco-environmental benefits; strengthen irrigation information construction, and the promotion of water and water management reforms.
