| Irrigation districts are important agricultural production bases in China,and they are important guarantees for national food security and rural stable development.There are currently 459 large-scale irrigation districts in China,with an effective irrigation districts of18.67 million hm~2,accounting for about 27%of the effective irrigation districts in the country,which plays a crucial role in national economic construction and social development.However,most large irrigation districts in China have been constructed earlier,with low construction standards.After years of operation,there are widespread problems such as aging and disrepair of projects,and waste of water.In 1998,the state launched and implemented a large-scale irrigation districts continuation and water conservation renovation project centered on water conservation.By 2020,each large-scale irrigation districts has basically completed the planned construction tasks.Large irrigation districts water-saving renovation projects have a large investment and many influencing factors.After the project is completed,it is necessary to comprehensively evaluate the implementation effect and objectively evaluate whether the water-saving renovation has achieved the expected goals.Therefore,this paper proposes a comprehensive evaluation index system for the implementation effect of water-saving renovation projects in large irrigation districts,constructs a comprehensive evaluation model for the implementation effect of water-saving renovation projects in large irrigation districts,and conducts a comprehensive evaluation method and application study for the implementation effect of water-saving renovation projects in large irrigation districts.The main research results are as follows:(1)According to the construction characteristics of large-scale irrigation districts continuation and water conservation projects,a comprehensive evaluation index system for the implementation effect of large-scale irrigation districts water conservation renovation projects is proposed,which includes 5 first level indicators,12 second level indicators,and 35third level indicators,including the standardization degree of the construction process,construction tasks,and investment completion degree,achievement efficiency,management and reform,and sustainable development of irrigation districts.The evaluation indicators are divided into excellent(I),good(II)There are four grades:medium(III)and poor(IV),and the meaning of each index and calculation and analysis method are clarified.(2)Delphi method and entropy weight method are used to determine the subjective weight and objective weight of each evaluation index,and game theory method is used to calculate the combined weight of each evaluation index.A comprehensive evaluation model for the implementation effect of large-scale irrigation district water-saving renovation projects based on cloud model was established.This evaluation model can overcome the influence of subjective factors,utilize the objective information in the data,and take into account the randomness and fuzziness when determining the membership degree of each indicator,improving the accuracy of the evaluation results.(3)Select 10 large irrigation districts that have completed water-saving renovation projects,and use the established comprehensive evaluation model for example evaluation.The evaluation results are excellent in 2 places and good in 8 places.After comparison and analysis with the self-assessment report on water-saving renovation in irrigation districts,it is shown that the evaluation results obtained using this evaluation method are basically consistent with the actual situation of the water-saving renovation project in the irrigation district.The evaluation results of the first level indicators in 10 irrigation districts are excellent or good,indicating that the water-saving renovation projects implemented in 10 irrigation districts since 1998 have basically achieved the expected goals.At the same time,based on the evaluation results,the existing problems of large-scale irrigation districts water-saving renovation projects were analyzed,and follow-up improvement measures were proposed.(4)Using MATLAB App Designer,a comprehensive evaluation software for the implementation effect of large-scale irrigation district water-saving renovation projects based on cloud model was developed.The testing and application of the software show that the design page of the software is concise,the calculation goal is clear,and the import of input data can be achieved through Excel,which can provide irrigation district managers with a quick and convenient comprehensive evaluation of the implementation effect of large-scale irrigation district water-saving renovation projects. |
