Irrigation district is the primary base of producing foodstuff. Due to aging equipments and undeveloped management, irrigation efficiency is relatively low. In order to solve this problem, since 1996, China began to implement irrigation district rehabilitation as the focus of save water and water saving reform,and therefore began to develop comprehensive evaluation research work of irrigation district status. We worked out comprehensive evaluation of the irrigation district based on economy level of the irrigation district, water and soil resources status, facility status, agricultural water resource utilization factor, management system reform, management status and ecologic environment, according to weight point value of every index, and then got comprehensive evaluation point value to know about existing circumstance of the irrigation district. We analyzed impendence degree of the irrigation district water saving reform based on comprehensive evaluation point value,which provides scientific ground for water saving project decision-making.This paper discusses that large irrigation district play a very important role in our national economy and its existing problems. It brings forward principle of comprehensive evaluation, namely it must abide by systematicness, comparability, shortcut, operationality, reasonable analysis and just evaluation. It also confirms a suit of evaluation index system, including cropping index evaluation of irrigation district, water supply implement index evaluation, financial evaluation, product efficiency evaluation and environment evaluation. Every broad heading includes a number of subclasses according to different problem characteres, and explains every index. It embodies principle of systematicness, and stands out evaluation of important index. It integrates quantitative analysis and qualitative analysis.Taking twelve irrigation districts in Shandong province as example, we generalized existing problems of every irrigation district and its bottle neck through cross direction correlation of every index, and put forward corresponding solution. It mostly concludes improving engineering facility of irrigation district, developing water saving irrigation, adjusting crop plant proportion, quickening reform of water rate, reforming irrigation district management system, and so on. We worked out comprehensive evaluation of existent development level of irrigation district differently using the way of Analytic Hierarchy Process and The technique for order preference by similarity to ideal solution (TOPSIS). During the Analytic Hierarchy Process, we found irrigation district comprehensive evaluationmodel came at relative importance weigh point value of every index using characteristic value method, afterwards, order comprehensive value of every irrigation district. In the technique for order preference by similarity to ideal solution, we calculated the degree of approximation through standardization of decision making matrix and analysis, and then determined the order outcome of development of every irrigation district. Through comparing calcutaled results and actual situation,we found the two were consistant, which indicate that dependency of selected evaluation index is very high, the evaluation method is very reasonable and reliable. It provides important reference for situation evaluation of irrigation district.
