Establishment Of Index System For Medical Achievements And Development Of Comprehensive Evaluation System

According to the characteristics and connotation of scientific research achievements in medicine, a comprehensive method of evaluating scientific research achievements is introduced in the thesis with a view to establishing the evaluation and criterion system so as to make the achievement evaluation more impartial, more objective and more reasonable. Based on the research of the current achievement evaluation indexes and evaluation methods, the thesis, according to the State抯 and the Army抯 rewarding policies, requirements, purposes, and characteristics of medical achievements, advances a primary evaluation index system of scientific research achievements in medicine and after two rounds of consultation with experts, sets up a systematic evaluation index system and evaluation criterion. The evaluation system is made more objective and more reasonable by applying different weights of the evaluation indexes for theoretical and practical achievements. The qualitative analysis which is currently adopted in evaluating scientific research achievements has been analyzed and the proper indexes and the specific method of evaluating scientific research achievements have been probed into, thus establishing a comparatively perfect evaluation index system with the combination of quantitative analysis and qualitative analysis and developing the corresponding evaluation software system. The practical and feasible plan is provided to improve the objectivity and accuracy in evaluating achievements, gradually realize the standardization in the management of achievements and overcome unhealthy tendencies in the achievements evaluation.
