The norm system used to assess the clinical proficiency of physicians-in-charge for their promotion to associate professors in a hospical attached to a military medical university is studied in this paper. The research- topic aims at changing the opinion of some physicians- in-charge that a person's scientific research level is equal to his or her clinical capacity. It attaches great importance to the role of clinical capacity in the examination and appraisal of one's promotion to a higher professional post and causes people to pay attention to clinical capicity.The norm system is used to assess the comprehensive quality and total achievements of physicians-in-charge. Its establishment has provided a clear-cut reference basis for the assessment of clinical capacity of physicians-in-charge in the examination and appraisal of their promotion to associate professors.This paper is divided into four parts.Part one is the general introduction of 73 advisory experts of the establishment of the norm system and theirauthoritative analysis.In part two, with the combination of Delphi Method and grouping method,according to the items, intension, weight, value and the method of scoring of the norm system, a two-degree norm system has been established (there are 5 items in the first degree norm and 13 items in the second degree norm). It includes the contents for the assessment of clinical proficiency and the concrete way of doing it, such as the check of the ability of making the rounds of the wards, operation or special check in a special field plus all-round check, and the quality of medical records,etc.In part three, 36 physicians-in-charge who applied for the promotion to associate professors in 2001 in a hospital attached to a military medical university were sampled at random. Their clinical proficiency was assessed by using the established norm system.The results of assessment can truly show the actual clinical proficiency of those people, which has proved the norm system is feasible and can be put into practice. In part four, several things are discussed, including the thought of establishing all the norms in the norm system and its significance, the role of its establishment, the difficulty in the design and implementation of the research topic, and the problems which are worth pondering after the establishment of the norm system for the assessment of the clinical proficiency of physicians-in-chargewho have applied for the promotion to associate professors.
