Problems And Policy Suggestions About Executing The New Rural Cooperatives Medical Service Policy

Since Chinese economy is developing in bibasic systems in a long run, rural residents are lack of social security from the government, neither from the collective ownership. Now it seriously affects the Health Security of the rural residents, and there are so many cases can tell that disease is such a huge problem to their lives. In rural area lots of poverty reasons are closely linked to the disease problem, thus has done serious harm to the economic development and the social stability.To carry out the new system of cooperative medical care (SCMC) is an important policy to solve various problems in rural area. Being organized by the government, with the main part of comprehensive arrangement for serious disease (CASD), the new SCMC is a mutual support system to lead and persuade rural residents to join. This policy is now on the process of examination, and every local government is seeking and cumulating experience, with many achievements had at the same time. However, there are still many problems existing, such as financial administration system, public production investing system, the new SCMC itself and its belonged authority, has effected a lot. Most attentions are drawn on the problems of correct understandability and the resolvent.In the paper, I take the case of Changyi to analyze the problems in the application process of the new SCMC, and the resolvent is further proposed here. There are two achievements of this paper: This paper treated as a investigational and studying reportr,has paid attention to the problems about society's hot and tdifficult spots—farmers to see a doctor is so difficultly and expensive, has paid attention to economy and society development not balanced in our country , has paid attention to the public supply system and so on, has paid attention to the problems about executing the new rural cooperatives medical service policy, from the policy itself design and the guarantee system to Proposeing policy suggestions . second is the guidance of the implication of the new SCMC in rural area.This paper has three parts in all. In the first part, the evolution of the new SCMC is stated, which include the background, the current public sanitation analysis, and the content of the system at last. In the second part, the reasons of adjusting the policy in Changyi are introduced. Such as insufficient fund, low security, and fussy procedure of reimbursement application. In the last part, in the case of Changyi, advises are given to consummate the new SCMC in three prospective—the new SMCC itself,the application system, and the application environment.
