The rural areas and the farmers living there, at present, are at the top of the Party and thegovernment's priority list. Although the Party and the government are doing their utmost toincrease the farmers'revenue, the farmers'difficulty in seeing the doctor has to some extentaffected their otherwise normal life and work, which in turn lessens their revenue. Theunderdeveloped medical service system in the rural areas has been attributed to impede theeconomic advancement and prevent their standard of living from increasing. Therefore, in2002, the Central Committee of the Party and the State Council made a significant decision toestablish a newstyle cooperative medical service system nationwide.On the basis of the farmers'voluntary participation, this newlypatternedcooperative medical service system is organized, supported and guided by the government. Initiated in2003, our country's newlypatterned cooperative medical system,a imed at a nationwide scaleby 2010, is financed by three sources: the individual, the employer together with thegovernment. Currently, the system is undergoing the experimental stage during which itsvalidity is being examined.This paper is intended to summarize the general guiding principles by examining thepolicy execution and the specific practices in the pilot areas. Meanwhile, the paper tries to digout theoretically the problems and the factors that may influence the effects of this newmedical system. In this way, the paper is expected to contribute, to an extent, to the fullwingimplementation and perfection of the newlypatternedcooperative rural medical system.This paper is composed of four parts:The first part elaborates the theories concerned.The second part briefly introduces the makeupand implementation of thenewlypatternedcooperative rural medical system.The third part analyzes the current context where this new medical policy is undertaken.Besides, it treats of the problems and the elements that are likely to influence the outcome ofthe policy implementation.Based on the discussions in previous three parts, the third part puts forward thesuggestions that are expected to help perfect the rural cooperative medical mechanism.
