China's rural cooperatives medical system (CMS), which was once successfully recommended to other developing countries in the 1960s and 1970s, has been disabled in the 1980s.After that the rural medical security system appeared serious deficiencies, coupled with medical care prices rose far more than the increase in the average income of farmers which because of the reform of China's medical and health system. Part of rural members becomes poor annually because of illness. In 2003, the state introduced a new rural cooperative medical policy to solve rural residents' medical problems. Since the test sites of the new rural cooperative medical launched, all levels of governments actively organized, guided and supported, and the rural residents also participated in it, work of the test sites has achieved remarkable success. It is an important period the new rural cooperative medical care comes into the full implementation. So in order to continue this policy, it is very important to comprehensive analysis, research and summed up the new rural cooperative medical policies and its implementation status. The purpose of this paper is providing easy reference for the new rural cooperative medical policy's sustainable development by the study of the relevant issues.This essay consists of a preface and five chapters:The first part is Introduction, it analyzed the study's necessity and its background, identify research objectives; The second part is the basis of the theory and research methods, this part identified some of the theoretical basis and applied research methods, research content, and so on; The third part is the new rural cooperative medical policy formation process and policy tenets, it introduced formation process of the new rural cooperative medical policy, as well as funding, capital management, the participants, the compensation methods, and other operating mechanism; The fourth part is the implementation and problems of the new rural cooperatives medical system, analysis the main problems of new rural cooperative medical system and their courses; The fifth part is some suggestions to improve and perfect the new rural cooperative medical system, in order too maintain the new rural cooperative medical countermeasures policy of sustainable development.This paper uses economic theory and methods, from the theory and practice of normative and empirical, with individual general, analytic and integrated with the integration of multiple perspectives, comprehensively and systematically analyze and summarize the rural cooperative medical system development and evolution of the historical process, it also note the significance, characteristics, process and effectiveness of the a new type of rural cooperative medical policy. This paper focuses analysis issues and the reasons of the new type of rural cooperative medical system. The results show that medical and health services with the characteristics of public products, the effective development of new rural cooperative medical policy depends on the government's organizational capacity and financial support. The main measures to improve and develop the new type of rural cooperative medical care system are as follows: (1) increasing the financial support, and encouraging a wide range of financing, raise the compensation ratio; (2) Expanding the scope of cooperation in health care, treatment of minor ailments will be included in the cost of medical security cooperation in the area; (3) Improving the new rural cooperative medical supervision mechanism; (4) improve other supporting measures, including the integration of rural medical and health resources, strengthen rural medical and health personnel training; To strengthen the building of rural medical assistance system; Speeding up new rural cooperative medical legislative building.
