Objective: To evaluate the efficiency of Sichuan Qinba Health Project's THCs (Township Health Centers) and to analyze the reason why some THCs are not effective. Finding the improvement direction of those noneffective THCs' inputs and outputs through projection analysis. Furthermore, to provide science evidence for how to improve the THCs efficiency and management. Method: (1) Single and multiple factor analysis were used to find the factors influencing the health service's affording of THCs based on the common statistical analysis; (2) Model C~2R and C~2GS~2 of Data Envelopment Analysis (DEA) were used to measure efficiency of all the 34 THCs and noneffective THCs' optimized value.Result: (1) Findings come from common statistical analysis: both the health input and the output of sample THCs were creasing year by year during 2000-2005 period; (2) Through Single and multiple factor analysis we get the primary influential factors of THCs' medical output—the area of buildings, the payout of operation, the population of the towmship and the the primary influential factors of THCs' preventive output—number of pregnant women under systematic management;(3) Both model C~2R and C~2GS~2 of DEA indicate that the sample THCs' efficiency of study area reducing year by year. Furthermore, through the analysis of THCs' optimized value, to provide academic evidence for how the input and output change of those noneffective THCs.Conclusion: According to the results, the absolute number of sample THCs' inputs and outputs were increasing year by year, but the opposite efficiency were reducing year by year. This result indicate that the increase of THCs' inputs and outputs are not proportionable. The health inputs are superfluous compared with, outputs of THCs'. This low level of efficiency because of indicate us that there are potentialities inhealth provide of THCs'. So, only improving both health supply and health use can we improve the efficiency of the THCs'.
