Background: Performance evaluation on HIV/AIDS comprehensive prevention and control is an effective approach to improve the efficiency of AIDS resources utilization and the quality of prevention and control. Study on indicator system of Performance Evaluation on HIV/AIDS comprehensive Prevention and Control consisted three stages: The establishment of performance evaluation indicators system , the development of performance evaluation measurement methods which included defination, formula and measurement tools, the field test of indicators. The first work was finished and the indicator system of Performance Evaluation on HIV/AIDS comprehensive Prevention and Control had been established, including 6 first-class items: needs evaluation, organization requirements, activities and operations, controlling effect evaluation, economics evaluation, satisfaction and responsiveness, and 52 second-class indicators. And the core content of this study was to formulate the measurement methods and tools of the controlling effect and satisfaction and responsiveness evaluation indicators and the field test.Objective: The definition, computing foumula, information sources, measurement methods and tools of indicators were formulated to find out the information connection channel, methods and cost, then scientificalness and feasibility and operability of indicators was discussed, further more, the existed key problems and the solutions in the process of collection was found out, then indicators on indicator system of Performance Evaluation on HIV/AIDS comprehensive Prevention and Control were amended and consummated. Methods: Through the review of the document, the measurement methods and tools of the controlling effect and satisfaction and responsiveness evaluation indicators was formulated, then the measurement methods and tools of indicators were amended and adjusted by experts cousulting, then by the field test, the target groups and agencies were investigated with the measurement methods and tools, and the scientificalness and feasibility and operability of indicators was verified, then the existed key problems and the solutions in the process of collection were found out, further more,the study was finished.Results: (1) The defination, calculation formula, information sources, measurement menthods and measurement tools of 11 second-class indicators were developed, the indicators included controlling effect evaluation, satisfaction and responsiveness evaluation. (2) After experts research, 4 indicators were suggested to be deleted for the reason of calculation complexity and the difficulty in practice, which included the rate of the awareness of knowledge about AIDS among AIDS patients and HIV positive person, the proportion of HIV infective young people aged 15-24, the proportion of HIV infective new born children delivered by pregnant women with HIV/AIDS , the new infection rate of HIV in local palce. And 5 indicators were suggested to be amended, which included the proportion of sharing needle of the drug injection users last month,the proportion of the public attitude to AIDS patients and HIV positive person, the coverage rate of VCT agency and the accessibility of Counselling and Testing , the degree of the people accepted AIDS- related services get respect and privacy protection,the proportion of doctors and nurses actively communicating with patients about illness and the recommendations made on related issues. (3) Through field testing, it was found that there were six indicators which were proved to be rather scientific, feasible and applicable. And the indicator information could be acquired through questionnaire investigation, the collection was simple and its cost low. Only the measurement method of three indicators need to be adjusted and amended.Conclusions: Through this study, it was found out that the two kinds of indicators were feasible and applicable, the measurement methods and tools were appropriate and feasible, the indicator information source were straightforward, and the collection were simple and its cost low . The application of the indicators were preferably, and it could be applied into effect evaluation on HIV/AIDS comprehensive prevention and control. However, the study on this paper was just a beginning, With the development of AIDS comprehensive prevention and control, the evaluation indicators needed to be amended and perfected.
