Study On The Present Situation Of Anhui Province Countryside Health Infrastructure

Object: analyzing the present situation of Anhui Province countryside health infrastructure, and exploring how to establish and construct appropriate the exact rural health infrastructure, then completing the rural health service system and improving the performance of the rural health service, it is in order to meet the rural residents' health care demands better, and to supply the useful information for health resources planning and allocation in rural areas of Anhui province reasonably.Methods: Census and sampling survey in the medical equipments, human resources and other important aspects in all kinds of hospitals. In addition, we made in-depth interviews with several counties' leaders who were in charge of the health administration, with leaders of counties' health bureau, with county's D & R committee members.Results: 1^st, houses belongs to health agencies in county level in Anhui province was imbalanced, in which, dilapidated buildings constitutes a considerable proportion. And the bed configuration is not reasonable, too. 2^nd,the basic equipments in the county's directed hospital are comparable reasonable while the situation in the county's rational Chinese medicine hospital and in the maternal and children's health care centre is quite the opposite, they seriously lack basic medical equipments, so that their functional demand can hardly be realized.3^rd, the overall situation of the HR allocation in rural districts approach average level across the country, but in areas with different economical status the HR allocation was different ,the ability and quality of those who work in various health agencies should be raised and strengthened. 4^th,the dilapidated and old buildings in the township hospital constitutes a large proportion of their business space available, the situation mentioned is imbalanced in different economic development regions.5^th, hospital beds are gradually reduced from north to south, but beds for every health and technical staff are gradually increased. 6^th,most health and technical staff in the township Health clinics were less educated, then their composed quality is comparable low ,in addition, the staff are not efficient.Conclusion: 1^st, the construction of the rural health infrastructure should be strengthened, and the leadership toward the construction of the rural health infrastructure should be improved, too. 2^nd, to improve the awareness of the importance of the rural health infrastructures, rural health services three networks, and improve rural health service system to strengthen the building of township hospitals so that well play their hub effect in rural health services networks.3^rd, according to district Health Planning and the requirements of improving rural health services network, integrate rural health resources, guided with the health needs of farmers. optimize the allocation of health resources in rural areas and improve the efficiency of resource use, the problem of inadequate resources and low efficiency of resource use could be solved.4^th, spare the government's directive functions, and carry out its responsibilities in the development of public health undertakings, and increasing the investment for rural health; speeding up rural health management system and operational mechanism reform, particularly the internal operational mechanism reform of township hospitals, establish the "three institutions interaction model".5^th,to strengthen the building of the contingent of rural health services and to take various measures to cultivate stable medical backbone among the rural people; to promote health assistance to the poor through multi-channel and multi-format. 6^th ,to establish and perfect the new rural cooperative medical care insurance system and medical assistance system, to accelerate the establishments of farmers' medical security system, guaranteeing their basic health care needs.
