Research On The Construction And Improvement Of Public Health Emergency Information Communication Mechanism In China

Various public health emergencies occur frequently. Not only do great harm to people's health and life security, but also are big threat to economics development and social stable of our country. Information Communication Mechanism (ICM) of public health emergency is of the function of collection, analysis, transmission, report and feedback acceptance as well. It has outstanding practical significance for doing research on constructing and perfecting the suitable ICM for our country.This paper consists of five parts to elaborate:Part 1 is introduction. It proposes significance and background of the research, summarizes domestic and foreign relative theory and suggests study method used in this paper.Part 2 is theoretical fundament of the ICM of public health emergency. This part analyses definition and composition of the ICM of public health emergency and the ICM is explained from four theoretical perspectives such that organizational communication theory, public crisis information management theory, right of public acquisition theory and system science theory, relatively.Part 3 shows international experience and enlightenment of the ICM of public health emergency, which mainly based cases of UK and US.Part 4 illustrates present situation and problems of construction for the ICM of public health emergency from three aspects such that internal and external communicational environment constructions in government system and legal system constructions.Part 5 is strategic analysis for improving the ICM of public health emergency. It comes from the analysis on internal and external communicational environment constructions in government system and legal system constructions compound with theoretical analysis, international experience and present situation and problems of construction for the ICM.The main achievement of this paper is analyzing and concluding the composition of the ICM of public health emergency ,which regards as a frame for research .It proposes several approaches for constructing and improving the ICM based on the aspect of government system internal-external communication mechanism and relative legal security.Still, there are some flaws in the paper such that no quantitative analyzing support and have not take full advantage of foreign research achievement, both width and depth.
