Research backgroundIn recent years,with the rapid development of modern information technology and the reform process of medical and health system to promote deeply, hospital information construction in China has has achieved remarkable results. Infrastructure put in place gradually, and the function of the hospital information system(HIS) becomes perfect. Hospital information technology Improve the overall efficiency of hospital, at the same time,it brought great convenience to the people when see doctor. Hospital information technology has become indispensable support forces to medical and health industry. At present, the concern of society to the hospital information tecnology is getting higher and higher, strengthen the research on it.Research purposeThrough the analysis about the overall level of information construction in secondry and tertiary public hospitals in Jinan, to find problem, explore the development methods. So we can provide scientific basis for our govermnet to speed up the pace of hospital information construction. Research content1. Degree of concern to the hospital information construction. Including the status of the leaders in charge of information,departmen and who chage of department,the planning, Budgeting,etc.2. Infrastructure. Including capital input, the amount of computer and server hardware devices, Internet access configuration, Network Node,etc.3. Application status. Including the level of subsystem of HIS, the satisfaction of the information system application, information systems development, database operating system, standardization of information systems, hospital website construction,etc.4. Departments and staffing. Including the name of the department and scope of business, number of staff, level of staff qualifications,etc.5. Information security situation. Including information security investment, measures taken in network,system,database security.6. The barriers of hospital information construction. Analysis of the barry factors of hospital information construction.Research methodAdopt questionnaire survey, questionnaire use the "Data collection form of Hospital Information construction level" designed by Hospital Information construction Leading Group of Ministry of Health. According to the actual of Jinan, have slightly modified.The study selected 30 hospital, 14 municipal hospital, 16 County-level hospital. Conducted a survey about degree of concern to the hospital information construction, infrastructure, application status, departments and staffing, information security situationand the factors of the impact of hospital information construction,etc. Analysed the survey results.All the data input computer,use Excel set up database.Then, use SPSS 13.0 statistical software to analysis of feedback data. Main rearch result1. Hospital pay great importance to information construction. 24 hospitals set up a full-time department of information. But, In the field of funds at the budget, planning needs to be strengthened.2. Infrastructure. 2006 information construction capital account for 0.77% of the hospital business income. Hardware investment account for 73.87% of total inputs. 100 persons have 41 computer. 30 hospitals have 117 servers. All 30 hospitals connected to the Internet.3. Application status. As the subsystem of HMIS, Out-patient charges system,Patients entered, out, transfer management system and Out-patient pharmacy management system are top three, separately accounted for 100%, 93.33%, 86.67%.As the subsystem of CIS, Hospital nurse's workstation system has the highest implementation proportion, reaching 90.00%. 73.33% of the hospital information system is to buy the finished software. The use of database operating system is distributed. Standardization of HIS needs further harmonization. Hospital information systems have obvious effects. 70.00% of the hospital set up website, web functionality is still in the initial stage of dissemination of information and publicity.4. Departments and staffing. 30 hospitals have 114 Information technology staffs, Account for 0.08% of the total number of staffs. There is 1.46 information technology staff per beds. Information technology department staff is in an average of 3-5. The staffs qualification under Junior college account for 56.14%.5. Information security situation. 17 hospitals of information security cost account the proportion of total investment of less than 5%. 23 hospitals only uses a network of security measures, 2 hospitals have not any measures. In the area of system security, user rights control technology is in the first place, accounting for 96.67%.6. The barriers of hospital information construction. Lack of adequate funds rank at the top. 93.33% of hospitals put it the first selection for the development of information barriers. The lacks of staff, difficult to measure return on investment, Lack of medical information technology standards, enterprises lack ability to provide of products and services to meet the demand, separately accounted for 80.00%, 70.00%, 63.33%, and 63.33%.Conclusion1. Hospital needs to further strengthen awareness of the importance of health information construction, Poor planning.2. Hospital needs further improve the basic facilities, lack of capital input of information construction.3. Hospital information systems play an important role, the majority of hospital information system at the initial stage.4. Hospital information construction being in uneven development, distributed building, the standard non-uniform.5. Lack of Compound information technical personnel, the existing technical staff to play a role in the lack of effective.6. Hospital information security is still relatively weak.7.
