Backround: Yunnan, located in the southwest of China, is a multinational border province which has severe challenges brought from backward development of social economy and vicious circle of poverty and illness in the poverty-stricken areas. As one of the priority strategies to improve rural health in China, the sustainable development of New Rural Cooperative Medical Scheme (NCMS) can not only adapts the demand and utilization of health care for the inhabitants, but also breaks the vicious circle of poverty and illness.Objective: By surveying the NCMS in Daguan and Yongping county, to learn more about the operation and restricting factors of NCMS. And giving forward suggestion to guarantee the sustainable development of NCMS in poverty-stricken areas of Yunan Province.Methods: Using questionnaires, individuals' in-depth interview and group interview, to collect information about the operation and restricting factors of NCMS in Daguan and Yongping county.Results: The operations of NCMS in Daguan and Yongping county are stable. But there are some problems such as the stress of fund-raising, low compensation rate, minority benefits, low standards of health services and fund management in aspects of fund raising, utilization and management which demand to increase financial support of government, make a reasonable subsidy project, improve standards and quality of health services and enhance management ability of agency.Suggestion: Central and provincial governments enhance the preferential policies to support financial input of the poverty-stricken areas for guaranteeing farmers to participate and releasing financial pressures of basic level governments; To make the subsidy project shifted from "pooling funds for serious illnesses" to "pooling funds for basic health care and Serious Illnesses", and expand benefits; To perfect medic aid system of disadvantaged group and integrate with NCMS; To Improve the standards and quality of health services and ensure that the basic health care services for peasants should be guaranteed; To enhance management ability and develop human-resources of agency.
