Study On The Operation And Development Of New Rural Cooperation Medical Scheme

Establishing the New Rural Cooperative Medical Scheme(NRCMS)is the important part of the rural health care service in the coming years,it has great significance on improving the ability against catastrophic disease and promoting rural health care service reform,which make for the development of the rural economy and social stability.In January,2003,the central government decided to set up pilot sites on the NRCMS,and proposed the object that is establishing this scheme throughout the country by the year of 2010.Up to December,2007,the coverage rate of NRCMS has reached 86%,the rate of participating in NRCMS accounts to 86.2%,accumulated amount of outpatient service compensation is 0.71biliion,in-patient service compensation is 59.43 million,reimbursement amount adds up to 59.1 billion,which plays an important role on relieving Chinese farmers from poverty caused by illness. With the NRCMS becoming the basic rural health care service,whether it can be a sustainable development system and how it could realize the sustainable development attract public attentions.This paper is to make qualitative analysis on the policies of NRCMS which comes out in Zhejiang province and to take analysis and quantitative evaluation on the main Performance Indicators from 2003 to 2007,such as the Rate of Participating in NRCMS,per-capita financing level,outpatient benefit factor etc.Meanwhile,we are going to find out the characteristic and deficiency of NRCMS in order to put forward the countermeasures and proposals.From this Study,following conclusions are drawn:each region takes the low staring point and expands gradually by different economic level from the participating rate and the financing level on NRCMS.Each region has implemented the same compensation pattern which takes in-patient compensation as the priority,outpatient service compensation as the cofactor;The main indexes of different health facilities take the trend of optimization and development;these indexes are evidently superior to the ones of other provinces in China,some of them even are better than the average level of 9 provinces in eastern China.The research summarized four characteristics:First,take NRCMS as the important part of the development of the whole society.Second,integrate the NRCMS with the rural health care service.Third,focus on enhancing the security level, exploring long-term development mechanism and lastly explore variety of pattems, strengthen information construction to increase the management level of NRCMS.While there are still some deficiencies,for example,low financing level, unbalanced development among the regions,poor management and service ability. Finally,this paper suggest that enhance the level of NRCMS in Zhejiang Province: First of all,establish stable financing mechanism;Second,adjust and perfect the operation plan;Third,propel corresponding reform;Fourth,improve management ability,FitCh,propel the construction of information technology,Sixth,curb the unreasonable trend of the medicine expense on NRCMS.In the end of this paper,a few questions which need further in-depth study were put forward:first,how to understand the role and the function of the New Rural Cooperative Medical System(NRCMS)in a scientific way;second,how to define the government's responsibilities during the process of the construction of the NRCMS in a scientific way;third,how to promote the research on legislation of the NRCMS in a scientific way.
