The Sustainable Development Of China's New Rural Cooperative Medical System

China is a big developing agricalture country.The issues of agriculture,rural areas and farmers are directly related to national development and stability.Rural medical security system is very important for the stability and sustainable development of the rural areas.However,this system is not perfect in our country at present．As the organization form the rural medical security system in China,cooperative medical system(CMS)underwent a long and twisted development course.After the economic system reform in 1980s,CMS collapsed rapidly in the process of medical system reform.Most farmers could hardly receive any free medical service,so that they had to pay their own expenses.Because the rise in medical expenses exceeded the increase of farmer's income,farmers could not afford medical expenses.The problem of"Disease leads to poverty"became more and more severe,that it hindered the development of rural economy and society.In order to reduce the medical expense of rural people,improve their health status and prompt the harmonious development between city and country in China,The Decision on Further Strengthening Rural Health Work Made by the Central Committee of the Communist Party of China and the State Council in Oct.2002,clearly pointed out that new rural CMS which focused on catastrophic diseases need to be established step by step.The new rural CMS is a medical mutual redress scheme for rural people,which is organized, guided and supported by the govemment,participated voluntarily by rural residents, funded by multiple parties including the individual,the collective and the government, focased on compensating catastrophic diseases.This is the first time that the Chinese government carries a large-scale input for solving rural people's basic health care problem in history.So,it has been arousing the interest of the whole society.Facts have proved that the new rural CMS is of great significance for promoting rural public health reform,for the development of rural economy and the scoiety,for the maintenance social stability,and for establishing a socialist security system with Chinese characteristics. But,the new rural CMS is facing a lot of difficulties,such as the short of funds,the lack of effective management and operation mechanism,the low quality of the rural hospital medical service,the unreasonable proportion of reimburse,the low profits of farmer's,and so on.These problems restrict me sustainable development of the new rural CMS,and corresponding measures need to be taken to perfect me system．This thesis reviews the histoy of the rural medical security system in our country,and makes a systematic analysis on the advantages and disadvantages of the current new rural CMS.Based on the foreign advanced experience,this paper puts forward some countermeasures for the sustainable development of the new rural CMS.First,speed up the legalization of the new rural CMS;Second,emphasis the responsibility of the government in the new rural CMS;Third,strengthen propaganda and guidance to improve farmer's enthusiasm for participation;Fourth,quieken the tempo of establishing a long-term mechanism to ensure the operation of the new rural CMS;Fifth,the govemment should invest more money and energy in the rural medical care area;Sixth,speed up to establish an urban-rural integration medical security system;Seventh,accelerate the information of the new rural CMS;Eighth,spare no effort to build up an honesty new rural CMS.Innovative points:First,the thesis is written on me basis of a large amount of first hand materials.A questionnaire survey was conducted among 400 farmers in 213 villages,98 townships,56 counties internal and external Shandong Province,and the author did a lot of wok in summarizing and analyzing these data,so that this thesis is reliable.Second,in the process of studying sustainable development countermeasures,the thesis puts forward some suggestions which seldom or never appear in other researches, such as emphasis the responsibility of the government in the the new rural CMS, establishing an urban-rural integration medical security system,accelerating the information of the new rural CMS,building up an honesty new rural CMS.
