Two-way Referral And Its Realization Mechanism

In recent times, a hot spot, which on the construction of community medical and health service system of our country, has been brought into focus. The question of how to improve community medical and health service institutions to let them act a larger part in social medical security, and how to find a solution to the problem of people's difficulty and high cost of getting medical treatment, has attracted the attention of some experts and others . Two-way referral can promote community health services to realize their own functions and lets social medical resources to be used more reasonable. But now,this system in our country is facing many challenges. The research on the realization mechanism of two-way referral has practical significance.This article selects C district in Suzhou as the object of empirical study because of its representative situation. The author explored three different community health service centers and compared the effect on the two-way referral by their respective management mode. The conclusion is these present management models can not promote the realization of two-way referral well. Mechanical copying and application of foreign experience and models are not feasible too. So the author put forward a suitable management model of community health services and the realization mechanism of two-way referral in this model.
