The Researching Of Establishing Hospital Medical Safety Warning System

With the growing awareness of self-protection in patients, and health service contradiction between supply and demand intensifying in the period of social transition, today's medical institutions and medical staff are facing unprecedented responsibilities and risks. By reviewing the past four years medical malpractice cases, and researching the medical safety and medical disputes literature which published in recent years, the researcher recommend that establishing hospital medical safety warning system is the effective means of avoiding medical disputes and protecting the medical safety.Hospital according to its own characteristics build Hospital medical safety warning system (HMSWS) ; develop Medical safety monitoring system (MSMS) and Medical safety dealing system (MSDS). HMSWS can help hospital managers grasp the risk and danger information which may be occurred in the medical process. MSMS include the medical safety monitoring projects, warning level and threshold value of warning etc. MSDS is a system which can take a different interventions, depending on the early warning levels, then prevent medicine unsafe incidents.The researcher design the MSMS and MSDS which to a level three hospital in Xiamen as a model, by carrying on the collection, the reorganization and the statistical analysis to the medical malpractice data and hospital statistics which sources from the model hospital in recent four years.MSMS is composed of three warning items and three warning levels. The first warning item is a table of medical malpractice cases number, which is produced by application of principles of Shewhart control chart. The table is the basic framework of the whole MSMS. The second warning item is sensitive month. If one month arrives in sensitive month, the safety warning level will upgrade one level. But the highest level is also the level 3. The third warning item is whether there had been a medical malpractice cases which was caused by serious fault in last month. If so, the MSMS prompted to the level 3 warning.MSDS include medical safety regulatory body, and warning interventions. Medical safety regulatory body is the implementer of HMSWS, who direct guide the actual work in hospital management. Warning interventions is corresponds to the warning level and progress under the progression of warning level. The higher warning levels, the more severe interventions, and severe types of interventions are also more, until the security situation returned to normal medical care.Review of the literature, the medical safety warning system is still in its infancy in our country. This study is only an attempt. So HMSWS need to be tested in practice and gradual improving yet.
