【Objective】With social progress and economic development, people's standard of living has been improved greatly and great change has taken place in their life style accordingly. Therefore, health issues of people are becoming increasingly remarkable. Cardio-cerebrovascular disease has become the No. one killer to threaten people's health in our country. As the direct inducement to cardio-cerebrovascular disease, hypertension, hyperlipaemia, hyperglycemia and obesity have shown unprecedented high detection rate. Civil servants, as the executors for governmental functions, their particular social missions require them to undertake particular social responsibilities. Thus, their health conditions have direct influence on whether they can fulfill high efficiency and high quality particular social responsibilities. Currently a mass of studies indicate that the health conditions of civil servants are far from being satisfactory. This study, beginning at the health condition of vessel, taking the physical examination result of some provincial office of Changchun City as the example, offers full analysis and exploration for vessel health conditions and risk factors of public servant group in Changchun City, and proposes relevant remedy and suggestion, in hope of providing theoretical base of health improvement for public servant group.【Methods】Physical examination results of 508 on-job civil servants of some provincial office in Changchun City, who took part in health physical examination and fitness vessel examination in the First Hospital of Jilin University in October-November 2009 have been collected by the method of convenient sampling . Meanwhile chronic disease evaluation questionnaire used at the community by Disease Control and Prevention Bureau of National Ministry of Health and Disease Control Center of China has been applied to collect the information of diet, sport, smoking and drinking for surveying objects. SUN-8800 full-automatic and multi-functional health detecting system has been adopted to determine heart rate variability. Epidata 3.02 has been used for data entry and SPSS13.0 statistical software has been used for statistical analysis.【Result and Discussion】This study surveyed 508 civil servants with age distribution from 24 to 59, and average age of 42.35±8.65. Male is 337, accounting for 66.3%.Female is 171, accounting for 33.7%.The findings indicate 21.3% (108/508)of this group with CAVI≥8, that is, more than 1/5 have higher risks of arteriosclerosis or have already had with arteriosclerosis. Considering the influence of age on vascular elasticity, it is found that 14.4% (73/508) have vessel overage, with aging earlier. The incidence of vessel overage in different age groups has no significant difference; vessel overage shows the trend of rejuvenation. Detection rate of vessel overage for man is higher than woman obviously in sex distribution, which may be related to more behavior risk factors than woman. It is found that risk factors of cardio-cerebrovascular diseases for such group are overweight and obesity (51.6%), hyperlipaemia (51.6%), abdominal obesity (52%), hypertension(35.8%), hyperglycemia (22.8%), metabolic syndrome(19.5%), high UA (17.1%) in turn, the detection rate of these risk factors are all higher than the detection level of general population. Except high UA, overweight and obesity, these risk factors all increase gradually with the ages, and the detection rate of male is higher than that of female. Abdominal obesity, hyperlipaemia, hypertension, hyperglycemia, metabolic syndrome, smoking and drinking are all risk factors for arteriosclerosis. While appropriate fruit absorption is the protective factor to improve arterial elasticity. Regulation function of autonomic nervous system and arterial elasticity have correlation, because decrease in vagus nerve tension and relevant increase in sympathicus tension lead to unbalanced regulation in autonomic nervous system, which causes increase in arterial stiffness.【Conclusion】The health conditions of civil servants in Changchun City are far from being satisfactory, as the risk factors of arteriosclerosis, hypertension, hyperglycemia, hyperlipaemia and metabolic syndrome have shown higher detection rate than that of general population. Civil servants, as the particular group to maintain national government affairs and public management affairs, are busy with their work and have to respond social interactions under great pressure, which lead to more chances of smoking and drinking for them, consequently their risk of chronic diseases has been increased greatly. It not only has impact on their healthy quality but also on their social ability as people civil servants to fulfill national function and obligation. Scientific, standard and individual health management for public servant group is the effective measurement to increase general health level of this group through systemic and all-around monitoring, analysis and evaluation for individual health condition and risk factor systems.
