With in-depth development of economic globalization, China’s economic development and social development are becoming increasingly integrated with the world. With the further implementation of "the Belt and Road Initiative",China adopts the key measures of expanding international trade, strengthening foreign investment and realizing mutual benefit to promote global economic recovery and facilitate world multi-polarization and peaceful development, thereby contributing to the world peace and stability. As the main part of implementing the "going global"development strategy, civil servants stationed overseas are increasing in number, but their health requirements have not yet received enough attention, and there is no in-depth study on health maintenance strategies.This paper analyzes the categories, characteristics and the health maintenance modes of the personnel stationed overseas through the collection of relevant bibliographical literature about health maintenance of them. According to the analysis results, it is found that only civil servants stationed overseas have the characteristics of wide distribution, long time stationed, clear mission, strong health requirement and certain representativeness, their health care needs more attention.To understand the basic health status and objective health care needs of the civil servants stationed overseas, author collect and analyze all the health examination data of 44 civil servants stationed overseas in the 2016 annual medical examination. The results show that the majority of them are in sub-health status, and a few had potential risk of acute exacerbation. Although their objective health needs for health management, disease treatment and emergency treatment are higher, however, their health problems have not attracted much attention due to the limitation of missions and conditions abroad. Based on this result, to understand the subjective health care needs and actual health maintenance status of civil servants stationed overseas, all the civil servants stationed overseas in the unite were collected to conduct a full sample questionnaire survey. The author collected 313 valid questionnaires for analysis and the results are shown below. Firstly, the diversity of health requirements of civil servants stationed overseas is obvious, which is affected by station conditions,mission requirements and personal factors such as physical quality. Secondly, the characteristics of the health maintenance style of civil servants stationed overseas are outstanding, which are affected by resident society environment, economic environment, medical technology and geographical features. Thirdly, health needs of civil servants stationed overseas are more urgent than medical treatment, and their requirements for health knowledge, health assessment and self-health care supplies are particularly strong. Although the standing drug and medicine box play an important role, its configuration needs to be upgraded and enriched. Then, according to the geographical characteristics, age structure, foreign experience and other factors,the author selected 10 civil servants stationed overseas to gain further research information with designed interview which conducted by face to face, telephone and WeChat. The results are shown below. Firstly, lacking of quick response mechanism is the biggest hidden danger for evacuation of critically ill civil servants stationed overseas. Secondly, the global standard of medical payment is unified and can’t meet the actual situation of station condition and the special health needs of individual.Thirdly, due to the lack of medical insurance payment system, the full utilization of resident medical resources is limited.Based on the above research results and long-term experience in maintaining health care for civil servants stationed overseas, author consulted the experts and put forward the full-dimension health maintenance strategy for the civil servants sent abroad. The full-dimension health maintenance strategy is human-centered,co-ordinates four aspects of "time","health","demand" and "expenses",carries on the integration of domestic and abroad medical resources as a whole, emphasizes on the management of the whole health process. This strategy transforms the concept of"treat only when you are ill" into the concept of "prevention first, prevention and treatment combination". It provides a theoretical basis and practical framework for improving the health maintenance level of civil servants stationed overseas, and then systematically discusses the key elements and measures of health maintenance.Finally, four suggestions are made from the aspects of full-dimension health maintenance.
