The Evolution Of Rural Cooperative Medical System

In 2003, the new rural cooperative medical system began the pilot project. Until 2008, there are 31 autonomous regions of provinces and cities in the whole country basically are covered completely. By 2009, there were more than 833 million farmers participated in the system, and the rate is up to 94%. Obviously the new rural cooperative medical system has already become the centerpiece of rural medical security system, its completion play an important role in relieving peasant's economic burden from the medical care, improving peasant's health level, realizing "everybody enjoys the basic health care service " important goal.Rural cooperative medical service developed more than 30 year from the state found, which once brought the great benefits to most of peasants and was called Chinese Model by WHO and World Bank "for its biggest benefits and the least investments".we recalls the historical evolution of the Chinese rural cooperative medical system, to find out the reason of its declining, and which factors restrict the development of the new rural cooperative medical system. We would obtain the experiences and lesson for the development of the new rural cooperative medical system.This text was from the micro standpoint, summed up the historical evolution of Y county rural cooperative medical system, which on the base of holding the Chinese rural cooperative medical system. And using institution change theory analyzed the change environments of this county's system, in which way change and why to change like this. And emphatically analyzed the cognitive change of participants which with the historical evolution of the rural cooperative medical system.Research showed that the development of the rural cooperative medical system was due to the government's energetic support and the peasant with the medical service provider's positive participation. To make the new rural cooperative medical system develops continuously. Only coordinate the interests of participant and make them cooperate with each other.
