The Chinese economy used to struggle with shortages while is now faced with structural surplus, and the people generally enjoy a comfortable life while food and clothing were no longer a problem since long ago. However, we have to face up to emerging problems including inadequate medical insurance, low insurance average and increasing medical cost, which are partly to blame for impoverishment of farmers. It is clear that an efficient rural medical care system is a must for materializing the goal of an all-round well-off society and a socialist harmonious society, and it is hence urgent to find a solution to the problem of difficult access and high cost of medical care for farmers. The author introduces and looks into the rural cooperative medical care system of China, draws upon relevant references from home and abroad and shares successful experiences in medical reform. Building upon the theories of public commodity and institutional reform and in light of the realities of the current Chinese medical care system, the author explores into such issues as a new rural cooperative medical care system, a solution to inadequate medical resources in rural areas, medical reform in China and the sustainable development of the medical care system. Finally, the author puts forward suggestions for policy makers concerning resources supply, institutional building and supporting measures of a new rural cooperative medical care system.
