Research On The Financing Mechanism Of The New Rural Cooperative Medical System In Shanxi Province

The financing mechanism is the foundation of the whole new rural cooperative medical system. Without the necessary medical service fund, the new rural cooperative medical system can not be operated properly, and the participants can not get adequate health security. In order to supply enough fund to support the operation of the new rural cooperative medical system, it is impotent to focus on the collecting of service fund, choosing and managing the financing mechanism correctly.As the fist pilot area of the new rural cooperative medical system in 2003, Shanxi province has achieved initial success in building this new rural cooperative medical system. However, there are still some problems we have to solve. Set up a steady, safe and effective financing mechanism is the most extremely urgent thing. In some areas, especially in some rural and under-developed areas, the financing difficulty has became the biggest barrier restrict the development of the new rural cooperative medical system. Through researching the evolvement course and the current situation of the new rural cooperative medical financing mechanism, this paper tries to find out the main restraining factors from the aspects of all interest participants. Moreover, by learning from the experience of foreign rural cooperative medical system, some constructive suggestions will be proposed for the perfecting the financing mechanism, which will promote sustainable development of the new rural cooperative medical system finally.
