Japanese suffered from infectious diseases in the process of occupied Taiwan, and then in 1896,a plague pandemic broke out. In order to consolidate the basis of Japan's colonial rule,and improve the living conditions of the Japanese in Taiwan, the Government of Japan attaches great importance to public health. In the time Japanese-Ruled Taiwan, People did not realize the importance of sanitation and epidemic prevention, and also did not have the economic capacity. Therefore, the government authority to force people pay attention to hygiene and disease prevention had become a historical necessity. The modern police system as the representative of the regime, carried out enforcement activities top-down. Behind in matters of health many of the conflicts hidden, some conflicts because of culture factors, some due to the force, however, interference in private lives of public power deprived the personal autonomy will, aiso brought about a conflict from the drop.
