The New Rural Cooperative Medical Legal System Research

The new rural cooperative medical system is a mutually cooperative system of the peasants on the medical treatment, comprehensively arranging for insurance against serious sickness,which organized, led and supported by the government. While the peasants could participate in voluntarily, the individual, the collective and the government finance in every way. In some sense, the new rural cooperative medical system is a main form which is used to settle the problems in the rural medical security at present. Widespread experiment since 2003, have indicated that the new rural cooperative medical system have been playing a positive promoter action in lighten the burden of medical service of the farmer and solve the problem of "poverty caused by disease and returning to poor because of sickness", through great efforts of government and relevant departments. However, there is a lot of problems can not be ignored in the operation of the new system. Then, the government is a highly important aspect.Government, as the guide of the new rural cooperative medical system is the core of ensuring the system to development healthy and sustainable. The government is the key to sustainable development of the new rural cooperative medical system, which has been taking an important part in designing, organizing, operating, financing of the new rural cooperative medical system. However, from system design to the implementation of the policy, there are all kinds of problems and vulnerabilities in government responsibility. This paper investigates government responsibility on the basis of the status of the new rural cooperative medical system, and analyzes the theoretical basis and practical needs of government responsibility in the new rural cooperative medical system.In the paper, I will pay close attention to that our government how to play the functions in the new rural cooperative medical system, and try my best to figure out a new strategy and path to perfect government responsibility in the new rural cooperative medical system by researching the status of government responsibility.
