Study On Index System And Comprehensive Evaluation Of Performance Assessment For Community Health Service

Objective:This article aims to construct an index system of performance evaluation of Community Health Service (CHS); develop a comprehensive evaluation model and testify its feasibility; conduct an on-site study in 10 institutions in Beijing; provide a reference for CHS to improve their performance evaluation and management.Methods:This study used literature review, system analysis, depth interview and Delphi method to construct the index system. Synthetical scoring method was used to construct the comprehensive evaluation model, and than 10 institutions from Beijing was randomly sampled for on-site study. And weighted TOPSIS method and synthetic index method were used to testify the result. Excel and SPSS 13.0 were used to do statistics and analysis.Results:1.The frame of the constructed index system includes three dimensions, namely inputs dimension, process dimension and result dimension; 12 second-level indexes and 55 third-level indexes.2. The first class weight defined by the Delphi Method showed: inputs dimension 0.3397, process dimension 0.3262, result dimension 0.3341; the sub-index of inputs dimension showed:policy 0.3180, finance 0.3373, manpower0.3447; the sub-index of process dimension: Quantity 0.2207, quality 0.2369, personnel management 0.2040, drug management 0.1879, management of the referral system 0.1505; the sub-index of result dimension:safety 0.2607, effectiveness 0.2402, convenience 0.2599, economy 0.2392.3. The on-site study result shows that the average scoring of the 10 institutions is 74.04, and one institution is above 80 and one are lower than 70.The institution are ranked by synthetical scored method as follows:institution Number 3,7,4,6,5,8,10,9,2,1; by weighted TOPSIS method institution Number10,8,1,4,3,5,2,7. Rank correlation analysis shows that the Spearman correlation coefficient of the results between synthetical scoring mode and weighted TOPSIS method is 0.939 and P＜0.001, indicating it is statistically significant.Conclusions:1. The index system of performance evaluation of CHS includes three dimensions, namely inputs dimension, process dimension and result dimension.The index system could evaluate the performance management level comprehensively and effectively, and is suitable for comprehensive evaluation of CHS performance.2. Synthetical scoring method was used to construct the comprehensive evaluation model, and then evaluated the total score of each hospital. Weighted TOPSIS method was used to testify their results, displaying the positive correlation, which proved the constructed comprehensive evaluation model is scientific and feasible.3. The institution are ranked by synthetical scored method as follows:institution Number 3,7,4,6,5,8,10,9,2,1.
