This paper will discuss the circumstances of launching, present conditions of development and the difficulties and problems that have emerged since the course of national instruments is included in curricula, with the very much attention paid to the impact on the formation and accumulation of right attitude towards appreciating music, the fine ability to play music, and the comprehensive humanistic quality during the crucial period of their growing-up, when the idea is put into practice in the primary and secondary school, and the role education of national instruments play in the inheritance of Chinese traditional culture and in the promotion of patriotism among the teenagers.Researchers have given out a large number of questionnaire to those people relevant, including the experts, the school authorities, the tutor and members of the musical band and even those parents concerned. By recycling the questionnaire and summarizing the content and via the analysis by some research tools, the conclusion is as follows.1.All the aspects concerned have been actively involved. All the musical band in Yangpu District are directly ruled by the school authorities, and each has concrete plans for the development. The fund raised by themselves and distributed by the budget from administration part ensure the long-term construction of software and hardware of the musical band. The team members are fond of taking part in the activities, believing it can help them not only have a good command of the skills of musical instruments, but know about the culture behind them as well, and in that case, they will respond actively to digesting Chinese ethnic and folk music. Meanwhile, the parents of the team members think their kids improve the skill, enrich the humanistic knowledge and cultivate a sense of team work and collective sense of honor, which has a profound meaning in their lifespan development.2.The objectives of learning folk music vary from the school to the parents. School authorities take the stand that it is to promote the culture of folk music, play to individual strength, make extensive after-school life colorful and highlight the school characteristics, while those parents hold the view that their kids may enhance the level of artistic appreciation, cultivate a good habit of study and team-work spirit, and strengthen their self confidence.3.The paper provides a summary of the experience and characteristics of the education of national music in Yangpu District, and also a detailed analysis of the difficulties and setbacks for further development in the future. The experts of the folk music has a good remark on the achievement of the educational practice of national instruments in Yangpu District, thinking that it has done well in balancing the popularity and elevation in this field, with a pack of leading bands springing up in the city of Shanghai and even nationwide, which contributes a lot to the upgrading of local people's cultural literacy.The essay also analyzes the tough situations and questions during the bottleneck stage in the further development of the education on the national instruments, and raises some suggestions of the author, from the perspective of an educational actor.
