Fuzzy semantics has the feature of fuzziness of morphemes, words and phrases as its research object and its theoretical research involves such concepts as semantic fuzziness, perspicuity, degrees of fuzziness and category. Fuzziness is a natural attribute of human languages and there are different degrees of fuzziness in various levels of a language system. According to fuzzy linguistics, uncertainty is shown in an analysis on the language unit or language pattern of a natural language. Linguistic fuzziness is based on fuzzy semantics, which is mainly demonstrated by ambiguity and uncertainty of the signified extension boundary of a word or a phrase. As an information carrier of public affairs, administrative documents are supposed to convey the linguistic information in a realistic and precise way, embody a definite, concise, solemn and formularized writing style and adopt a proper wording. Having the administrative documental context as the starting point of research, this thesis explores the application rules and fuzzy semantics of words or morphemes belonging to such categories as time, orientation, reference, objects and things, color, appellation, qualification, behavior, action and psychological activities. Centering on the fuzziness and perspicuity of words or morphemes in administrative documents, this paper illustrates the application rules and semantic fuzziness of administrative documents in administrative documental context with a utilization of the theory of fuzzy semantics.Further, with an analysis of the existence of fuzzy semantics in literary works and its construction conflict against the perspicuity of the writing style of administrative documents, this paper reveals that fuzziness and perspicuity coexist in a language, forming two contradictory but interrelated natures of language.
