The Theory Of New Developmentalism Of Western

When the modernization and developmentalism are confronted with some social issues, such as the environmental pollution, the serious polarization between the rich and poor, the exhaustion of resources, the unequal allocation and the acute imbalance etc, the reflection and critique appeared simultaneously. As the reaction to the Western traditional developmental theory and practice, in that case the new developmentalism has entered into our visual field. The new developmentalism is the new thought which appeared in the West in the 1980s. It embodied the thinking, critique and correction to the traditional developmentalism, which was still the trend of developmentalsim. Its representatives are the French thinker Perroux, the American scholar Escobar, Sahlins and so on. Under the economic globalization, the earlier western developing pattern of modernization, featured with the industrialization and urbanization is facing challenge. The new developmentalism has formed the unique theoretical paradigm which is based on the critique of former kinds of development theories. The paradigm benefits the postmodern cultural methodology. In the 21st century, our country is accelerating the pace of reform and opening-up. How to steadily improve the socialist modernization in the progress of practicing the scientific outlook on development and simultaneously avoid all sorts of malpractices in the western developing pattern, is also worth thinking in the present society in China. We should apply the scientific progress, the accord development, the humanist idea indeed in practice, and also we have to overcome many tangible difficulties. Therefore, it has the theoretical and practical significance for the present modernization program and reform and opening-up in China to absorb the valuable content, reflect and study the theoretical and practical achievement of the new developmentalism.This article includes three parts: The first part studies the background of the rise of the new developmentalism. It refers to the modernization and the analysis to its related concept, to the primary coverage of the traditional developmentalism, such as modernization theory, the dependency theory and the world system theory, finally to the analysis to the achievement, the limitation and the political background of the traditional developmentalism. The second part introduces the major representatives and thoughts of the new developmentalism, which emphasizes the French thinker Perroux and his "A New Concept of Development ", the American scholar Escobar and his "To Meet the Development" and Sahlins'work "Original Affluent Society". Then the main idea of the new developmentalism is explored in this part, such as the relationship between the modernization and the"development","growth", etc. It carries on the deep inquiry to the significance of development and it discourses the development model and path which the new developmentalism has elaborated. The third part carries out the evaluation and analysis to the theoretical achievement and major flaw of the new developmentalism. This article holds that the main achievement of the new developmentalism is to overthrow the rationalism, to criticize the liberalism thoroughly, to pay great attention to the analysis and empirical research, to be concerned about the backward countries'development, etc. Meanwhile the major defect should also be noticed in the new developmentalism. For instance, it disregards the social law and its objectivity and it seriously inclines to the relativism theory. It has the overall negative attitude to the traditional developmentalism and no foudamental cure to the development weakness and so on.
