Ming and Qing Dynasties, by the Little Ice Age, the climate gradually become dry; over-cultivion inorder to sopport growing population, and frequent crisis and war between National Agriculture and National Animal;all these lead to the water crisis—rivers and lakes shrink, frequent droughts, competition for water incidents escalating. The water crisis threat to people's lives and property, affecting agricultural production, as well as affecting the stability of the country rule. Government and non-governmental forces are do there best in response to the crisis. The government, on the one hand, gradually establish and improve Famine system including storage, tax exemption, social relief system.On the other hand strongly construct water conservancy projects, improved tools and develop new water sources for the development of Irrigation; planting trees to improve the environment.The ultimate goal is to meet the serious crisis in the water environment.At the same time, people new or rebuilt the Water God Temple for the psychological comfort attempt to relieve the water crisi.the water GOD belief play an important role in the social responsefor the water crisis. The most representative of water belief are Dragon belief in Ningxia Plain and Marsh God faith in Longyuan region. Different social coping styles should be the reflection of the officials and the public on the serious water crisis.
